Background

BEIT project Brief: The European Union funded, “Building Equitable and Inclusive Transformation (BEIT): Towards Decent Work and Affordable Housing in Iraq” project jointly executed by the International Trade Centre (ITC), UN-Habitat, and International Labour Organization (ILO) aims to generate quality jobs by enhancing the housing and construction sector in Iraq. Under BEIT project, ITC seeks to contribute to the enhanced competitiveness and sustainability of local MSMEs in the construction sector through a more conducive environment, along with increased inclusive and green trade and investment.
The Field and Liaison Officer in Mosul will integrate ITC’s project offices in Iraq. S/he will be responsible for supporting the implementation of ITC’s projects in Mosul, Iraq and the entire governorate of Mosul, particularly BEIT project. The Officer will work closely with the National Project Coordinator, implementing partners, and local stakeholders to ensure effective coordination, communication, and collaboration of the project’s activities. The Officer will also support ITC’s project teams in research, needs assessment and the identification and selection of potential beneficiaries, and execution of tasks of the project.
Duties and Responsibilities
Under the direct supervision of the National Project Coordinator, the Field and Liaison Assistant will be responsible for the following tasks:
- Support project activities, particularly BEIT project implementation in the governorate of Mosul, Iraq.
- Support the implementation of training sessions in collaboration with local or international training service providers/consultants, ensuring alignment with the needs of businesses and the market.
- Facilitate the design and implement of training modules on topics such as climate-smart solutions in the construction sector, innovative construction technology, and financial literacy for local businesses and entrepreneurs, in collaboration with implementing partners and consultants.
- Establish and maintain effective communication and relationship channels with key stakeholders, including government ministries and entities at local level, private sector partners, international organisations, local communities, and other involved stakeholders.
- Identify and promote innovative practices in construction and business management within Mosul’s local context and ensure active participation and inclusion within the project activities.
- Convene periodic meetings with project partners and stakeholders to create awareness and enhance support of implementation of project activities in the targeted areas.
- Conduct regular field visits to project sites to monitor progress (M&E), identify challenges, and provide regular progress reports, highlighting key achievements, challenges, and recommendations for continuous improvement.
- Administer M&E feedback forms during project activities and regularly update the M&E databases.
- Support the development and implementation of project activities, including surveys, consultations, capacity-building workshops, training sessions, and networking events.
- Facilitate communication and coordination between the project teams and local stakeholders as well as other international organisations, organizing relevant meetings and ensuring that relevant information is shared with all.
- Contribute to the collection and analysis of data on project activities, beneficiaries, and stakeholders to support project reporting and monitoring and evaluation. Administer surveys and interviews, collect photographic evidence, share data in due time through appropriate channels.
- Monitor the political, security and business context in Mosul governorate and share information regularly with the team through ad-hoc reports.
- Participate actively in internal and external coordination meetings including Ninewa area Security meetings within the UN.
- Foster, establish and maintain links with other related projects implemented by ITC and other UN and non-UN agencies.
- Provide logistic support to ITC and partner missions in Mosul: agenda, meetings, transportation, security and accommodation in coordination with UN system and under guidance of ITC National Administrative and Financial Officer.
- Support compliance with security measures and ITC procedures, policies, and regulations.

Required Skills and Experience
Education:
- High school certificate.
- Bachelor’s degree in civil or architectural engineering, or a related field will be given due consideration, but it is not a requirement..
Experience:
- A minimum of 5 years with High School and 2 years with Bachelor’s of relevant professional experience in project management, preferably in the housing or engineering sector.
Language Requirements:
- Proficiency in English and Arabic is required.
Required knowledge and skills:
- Proven knowledge and skills in climate smart solutions in the construction and housing sectors.
- Experience in stakeholder engagement and communication, including organizing stakeholder meetings and workshops.
- Relevant experience in project management.
- Experience collecting, analysing, and interpreting data.
Desirable knowledge and skills:
- Knowledge of Mosul governorate and local context
- Experience working with government agencies, private sector actors, international organisation, and civil society organizations.
- Work experience with UN would be an asset
- Knowledge in the field of housing would be an asset.
