JOB TITLE: Project Consultant_Preparedness & Services for Communities

DURATION: 11 Months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP Technology Division is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the agility required in humanitarian operations, be they manmade or in a natural disaster setting. TEC Division continues to increase its activities to meet the constantly growing demand from the organization and to implement the initiatives related to digital transformation.

The consultant will support the operations and projects of the Emergency Telecommunications Cluster (ETC), which, housed in TECF, works with partners to provide shared communications services in humanitarian emergencies. The consultant will provide support to two workstreams: Preparedness and Services for Communities (S4C), assisting with external/internal contracting, project management and reporting, communications, and organization as needed.

ACCOUNTABILITIES/RESPONSIBILITIES:

The Consultant, reporting to the Preparedness & S4C Team Manager, is expected to:

  • Support the identification and advocacy of ETC’s value proposition and approach to S4C, specifically the ‘Connectivity as Aid’ agenda, outlining the scope, boundaries, and comparative advantages of its work.
  • Assist in developing and maintaining project plans, schedules, and timelines of Preparedness and S4C initiatives to ensure timely execution of project activities.
  • Support the capturing of data of ETC’s Return on Investment (ROI) methodology by liaising with country stakeholders, to highlight the value add of investing in the preparedness of emergency telecommunications.
  • Manage the preparation, establishment, administration, and monitoring of contracts and agreements with vendors, academic universities, and partners.
  • Research the content of and then publish the ICT Country Profiles on the ETC website to support ETC’s emergency operations.
  • Coordinate project meetings, workshops, and events, including logistics, agenda preparation, and documentation.
  • Support in identifying and managing relations with external research partners and entities as required.
  • Support with developing key messages, talking points, presentations, briefs, and other materials for various internal and external representations to position ETC.
  • Support the Preparedness & S4C Team Manager with other related activities as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

  • University degree in international relations, governance, social policy, international development or other field relevant to international development.

Experience:

  • 2 – 3 years of progressively responsible relevant national and/or international work experience that demonstrates increasing responsibility and growth.

Knowledge & Skills:

  • Strong organization, time, and project management skills with the ability to plan ahead; anticipate requirements, problems and obstacles; juggle competing priorities successfully; manage administrative tasks, and work to meet tight deadlines.
  • Proven research and analytical and strong writing abilities to articulate clear, logical and convincing positions on complex issues.
  • Highly collaborative and able to liaise with a wide range of people across different cultures and to act with credibility and diplomacy.
  • Self-motivated and able to work with a high degree of autonomy.
  • Attention to detail in editing and formatting written products (including graphic PowerPoint presentations and textual documents).
  • Willing to work in and travel to different field locations if required for a work mission.
  • Knowledge of the disaster management sector is an advantage.

Languages:

  • Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is desirable.
