OBJECTIVES OF THE PROGRAMME
The Department of Operational Support and Services is comprised of several services, Infrastructure Support Services (ISS), Logistics Support Services (LSS), Corporate Procurement Policy and Coordination (HQ/CPC), Security Services (SEC) and the Global Conference and Training Centre (GCT). The Work of OSS is included under the scope of Category 6, to develop and sustain WHO as a flexible, learning Organization, enabling it to carry out its mandate more efficiently and effectively, and Programme Area 6.4 to provide effective and efficient management administration established across the Organization. Corporate Procurement Policy and Coordination (CPC) is one of the Services of OSS and is responsible for:
- Determining WHO’s Procurement Strategy, its implementation, monitoring, evaluation and reporting to management and governing bodies.
- Establishing and managing global Long-Term Agreements.
- Managing and maintaining global procurement catalogue.
- Providing procurement services for a vast range of commodities and services to WHO technical programmes based in Geneva.
- Supporting Technical programs in their service procurement activities.
- Ensuring effective procurement interface with the emergency programme.
- Collaborating with the UN system including through the HLCM-Procurement Network Group as well as the Geneva based Common Procurement Activities Group (CPAG).
- In close collaboration with the Global Procurement and Logistics unit of the Global Service Centre (GSC/GPL), ensuring the set-up of reliable and efficient procurement systems.
DESCRIPTION OF DUTIES
Specifically, the incumbent:
- Assists the Procurement Officer in the implementation of a Sourcing strategy incorporating WHO pre-qualification schemes requirements.
- Assists in the preparation and conduct of tender exercises in view of establishing LTAs.
- Maintains the repository of WHO portfolio of LTAs.
- Assists the Procurement Officer in the performance of all contract related activities pertaining to the LTAs.
- Maintains WHO E-catalogues.
- Contributes to the update and development of Standard Operating Procedures (SOPs) and related trainings.
- Works in other areas of Procurement and performs all other related duties as required.
REQUIRED QUALIFICATIONS
Education
Essential: A first level university degree in public procurement, logistics, business or public administration, management or other fields closely related to the position.
Desirable: Procurement Certification (ex CIPS).Information Technology degree, certification or experience an asset.
Experience
Essential: At least 1 year experience in procurement, or any other fields closely related to the position, preferably in an international organization.
Desirable:
- Experience in procurement of goods or services in line with the United Nations requirements.
- Experience in the development and/or implementation of IT projects, databases.
Skills
- Knowledge of procurement policies and best practices, preferably in the United Nations system.
- Knowledge of ERP systems, preferably ORACLE.
- Effective communication and negotiation skills.
- Very good organizational skills, ability to meet deadline.

REMUNERATION
Remuneration comprises an annual base salary starting at HUF 14,178,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
