This position is located within the Evaluation Team, Policy Evaluation and Training Division, Department of Peace Operations (DPO). The incumbent will report directly to the Chief, Evaluation Team. The mandate of the Policy, Evaluation and Training Division (DPET) was established by the General Assembly in its resolution 61/279 and was extended in its resolution 67/287. The functions of the Division are set out in the Secretary-General’s Bulletin on the Organization of the Department of Peacekeeping Operations (ST/SGB/2010/1). The Division comprises the Office of the Director (which includes the Evaluation Team and the Partnerships Team), the Integrated Training Service and the Policy and Best Practices Service. The Evaluation Team provides the Department of Peace Operations with an internal evaluation mechanism to assist in the effective management of field missions including strengthening operational effectiveness and accountability. Evaluation findings inform policy development and training activities, strengthen Headquarters ability to provide strategic guidance to mission leadership, strengthen DPO planning processes and improve feedback on operational issues for troop and police contributing countries, member states, and legislative bodies. In 2018, the senior leadership of DPO (then DPKO) requested the Evaluation Team to lead the development of a Comprehensive Planning and Performance Assessment System (CPAS) for United Nations peacekeeping operations. Since then Evaluation Team has been providing ongoing technical and on-the-ground support to the implementation and management of CPAS in missions; integrating and/or aligning CPAS with other UN planning, performance assessment, and IT systems to ensure coherence; and institutionalize CPAS as a UN planning and performance tool with supporting policy and guidance.
Responsibilities
Within limits of delegated authority the Information Systems Officer may be responsible for the following duties: • Participates as a member of the development team in preparing user requirements and other technical specifications in relation to the development and implementation of the information technology platform for the Comprehensive Planning and Performance Assessment System (CPAS) for United Nations peacekeeping operations. • Develops detailed system and other functional specifications and user documentation for the CPAS. • Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues. • Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. • Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. • Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. • Develops training materials, operating and user manuals; trains staff in using the CPAS. . • Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. • Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. • Facilitates communications between OICT, UE2 and other relevant stakeholders to ensure that the CPAS is integrated with existing UN enterprise applications. • Produces and updates information products such as statistical reports, charts and infographics by turning data into graphical products to convey messages and a storyline; develop advocacy materials including one-pagers, presentations and other visual materials for the leadership, senior management and member state forums. • Provides guidance to, and may supervise, new/junior staff, consultants, interns, etc.

Strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems, web management, data management, geographic information systems & mapping, data visualization, or other related area is required. Experience with MS SQL Server, MS Office 365 including MS Power BI or equivalent data systems, MS Power App, MS SharePoint or MS Reporting Services is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
