Terms of Reference
1. General Background
UNHCR’s Data Transformation Strategy 2020-2025 aims to establish the organization as a trusted leader on refugee and displacement data by enhancing data management, innovative systems, skill development, and evidence-based decision-making.
The Data Management/Analyst will focus Focused on governance, quality, and security of data and concentrate on data analysis and providing insights to support decision-making. For data quality management, He or she will Implement processes to ensure that data is accurate and consistent; for Data Storage, he or She will Determine how data is stored, organized, and retrieved in the organization’s systems; for Data-Driven Decision Making, He or she will Provide recommendations based on analyses to help guide strategies and organizational decisions; for Data Governance, He or she will support on developing guideline and guidance regarding the use and accessibility of data while complying with regulations;.
Reporting to the Information management Officer, the Data Management/Analyst within the Regional Bureau, this position involves collaboration with internal and external stakeholders, work with various sections and Unit to ensure data needs are met; and educate employees on best practices for data management and promoting a culture of data responsibility.
2. Purpose and Scope of Assignment
The Data Management/Analyst supports governance, quality, and security of data and data analysis, providing insights to support decision-making and support the production and dissemination of information on the population of concern, including but not limited to Protection and Programme information.
The Data Management/Analyst will operationalize data standards developed at the central level in field operations, compiles and explores data from all populations of concern. S/he supports the Programme Team and UNHCR’s implementing partners in the choice of indicators for monitoring to be included in sub-agreements as well as the Protection Team in operationalizing protection monitoring systems.
3. The Data Management/Analyst will more specifically perform the following activities:
• Support and leverage geographic data for map production and use in geographic information systems (GIS).
• Develop a GIS at the regional level in collaboration with partners such as OCHA and Internation NGOs.
• Support Operation in the region on Geographic Information System.
• More data analysis with Geographic Information system
• Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
• Compile and aggregate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
• Collect, collate, and process information and perform data quality and consistency control.
• Produce summary statistics.
• Support the coordination of data collection teams.
• Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
• Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
• Liaise with partners and represent UNHCR in meetings related to the functions.
• Make recommendations and provide advice on the technical information management requirements.
• Perform other related duties as required.
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher in Information Technology, Statistics, Geographic Information System (GIS), Computer science
b. Work Experience
Three years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; Previous demonstrated experience manipulating large datasets; Previous demonstrated experience developing GIS system; Previous demonstrated experience with data analysis and collection data management; Experience with handling confidential data and demonstrated understanding of different data collection methodologies; Experience in GIS and software development is an asset. Ability to formulate IM-related technical requirements and Operating Procedures.
c. Key Competencies
• Professional and mastering the use of (ARCGIS Pro, ARCMAP, Adobe Illustrator, Power BI, Microsoft Excel, InDesign, data collection tools, and other visualisations software) Data Analysis
• Work experience in international environment and in refugee/migration substantive issues is an asset.
• Excellent writing skills.
• Excellent knowledge of English and French.
• Previous experience working in the UN and/or in refugee/migration substantive issues is an asset.
• Familiarity with UNHCR’s datasets, including registration data, is an asset.
