Office/Unit/Project Description 

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighbouring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021.

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

The primary objective of the project is to enhance human security in Ukraine by responding to the multidimensional crisis caused by the war and addressing high vulnerability due to the ongoing war in the country.

The project among others includes activity on enhance capacities of local authorities to provide Victim Assistance. This includes training for local authorities and representatives of relevant services on victim assistance, procurement of required equipment including medical/rehabilitation and prosthetics and establishing 6 one stop shops for mine victims to their inclusion and supports according to the International Mine Action Standards (IMAS).

Duties and Responsibilities

Under the direct supervision of the Project Manager, the incumbent will perform the     following functions. This position is a national position on a Personal Service Agreement at NPSA 9 level.

1.Provide operational support in the conceptualization, development and implementation of the overall capacity development process:

  • Organize and oversee the implementation of the project capacity development and awareness-raising initiatives (trainings, workshops, conferences, round tables etc.);
  • Contribute to the development and piloting of models on  community-based  one stop shop for victims assistance;
  • Provide support to the  mine victims -related centres and facilities, including psychological, administrative, social services and rehabilitation centres, cabinet of assistive technologies, prosthetics workshops in selected regions on capacity development;
  • Provide support to the implementation of capacity development services (e.g. draft TORs, other process documentation);
  • Ensure quality assessment of the products produced by project’s external consultants;
  • Ensure coherence and synergies of the project’s capacity-development interventions with other donors’ and Ukrainian institutions initiatives in the field;
  • Monitor the impact of the project capacity development activities;
  • Contribute to the preparation of the project’s progress reports and related monitoring and evaluation meetings.

2.Ensure proper communication with national and local authorities, public and private entities and other key stakeholders vis-à-vis capacity development initiatives undertaken:

  • Support local authorities, service providers   and national partners, in leading and guiding the review of capacities of staff in selected institutions at the national level and pilot regions (TBD), and design capacity enhancement modules for them based on the assessment;
  • Provide support to local administrations in the target areas (TBD later) to identify gaps and needs, and design capacity enhancement initiatives/develop curricula, with the aim to transform existing psychological, administrative, social services and rehabilitation, centres, cabinet of assistive technologies, prosthetics workshops and other facilities to a model community-based one-stop-shop for victims assistance;
  • Provide technical advice, liaise with the key stakeholders, officials of national, local authorities, partner organizations, international and national advisors and experts in the areas of the Project intervention.

3.Support information sharing and knowledge management elements within the capacity development activities conducted:

  • Contribute to public awareness activities through drafting TPs, posts, blogs etc.;
  • Prepare regular and on- request reports, contribute to development of the project reports;
  • Establish and maintain the data base on training institutions and individuals operating in the sector of rehabilitation;
  • Lead the production of online learning / training materials, programmes and tools as envisaged by the project;
  • Coordinate research and analysis, assessment and evaluations on the issues of rehabilitation and disability inclusion, process data, elaborate necessary documentation (concept notes, brief) to operationalize and steer project initiatives and activities;
  • Contribute to strategic planning and monitoring processes;
  • Establish and maintain the knowledge management system on the issues of rehabilitation and disability inclusion through keeping accurate electronic and paper filing, information and records systems on all capacity development activities;
  • Coordinate development, production and sharing of the thematic knowledge products such as manuals, handbooks, video-lessons, guidance, brochures, leaflets etc.;
  • Participate in project and portfolio activities (meetings, round tables, conferences, other public activities); contribute to preparation, implementation and follow up, take meeting minutes etc.;
  • Ensure mainstreaming of disability inclusion and gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles;
  • Perform other duties as assigned by supervisor, and UNDP management.

The Capacity Development Officer will work under the the strategic guidance of the the Project Manager.

Required Skills and Experience
Min. Education requirements Master’s degree or equivalent in political science, public administration, law, international relations, social sciences or related discipline;

Bachelor’s degree in political science, public administration, law, international relations, social sciences or related discipline, with additional 2 years of experience will be given due consideration in lieu of Master´s degree.

Min. years of relevant work experience 
  • Minimum of 2 years with Master’s or 4 years with Bachelor’s degree of professional work experience in institutional reform and capacity building of public institutions at the national and/or international level, in project management or related area.
  • Experience in leading needs assessments and conceptualizing, designing and deliver capacity enhancement initiatives, in cooperation with national and local authorities will be an asset;
  • Experience in mobilizing national and international expertise for institutional reformand capacity development would be an asset;
  • Experience in working with governmental structures, international agencies, civil society organizations would be an asset;
  • Experience in delivering trainings, workshops, seminars would be an asset.
Required skills  Excellent knowledge of computer applications.
Required Language(s)  Fluency in English and Ukrainian language is required.
