JOB DESCRIPTION

Job Description

Under the overall supervision of the Senior Change Management Advisor and reporting directly to the Program Support Manager (USRAP), the successful candidate will be based in Washington D.C. and contribute to project development donor contract management and related reporting activities and support PRIMA (Project Information and Management Application) and donor liaison functions related to IOM USRAP adjacent programming.

Responsibilities

  1. Contribute to the development of results-based projects and programs, draft concept notes and sections of project proposals, in close coordination with the Program Support Officer, the USRAP Global Management Team (UGMT), the Project Monitoring Unit (PMU), the U.S. Country Office, relevant Regional and Country Offices and relevant U.S. government donors and counterparts.
  2. Provide input for the development of new projects that respond to emerging trends and priorities related to U.S. resettlement in compliance with IOM and donor interests and requirements, as well as IOM procedures and instructions.
  3. Support donor contract management through coordinating the administrative and budgetary aspects of new and ongoing projects, including assisting with activation, processing, endorsement, records-keeping and submissions in line with specific IOM internal requirements and procedures.
  4. Consolidate and analyze data on project implementation and indicators and co-ordinate with the Program Support Officer, relevant USRAP Program Managers and the PMU, for the drafting of regular progress reports to be submitted to donors and partners.
  5. Maintain regular contact and effective working relations with donor counterparts, including organizing and attending in-person and virtual meetings and conducting field site visits as needed.  Provide regular updates on donor policies and priorities.
  6. Collaborate closely with the USRAP Oversight and Monitoring team in the development of key project indicators, in line with the USRAP norms.
  7. Contribute to the drafting of talking points and briefing notes for Program Support Officer, the UGMT and Project Managers.
  8. In support of knowledge management, maintain accurate, pertinent and update to date records of all project correspondence, project development files, donor and institutional reporting and related information on the IOM USRAP SharePoint platform.
  9. As needed and assigned, assist the Senior Change Management Advisor (USRAP) with UGMT related tasks pertaining to the global management functions of the USRAP Washington DC office.
  10. Perform any other duties as may be assigned.

Qualifications

EDUCATION

  • Bachelor or Equivalent Degree from an accredited academic institution in Social Science/Public Relation/Economics/Development Studies/International Relations or other relevant disciplines with two years of work experience.

EXPERIENCE

  • Experience in liaising with U.S. government agencies, in particular, the U.S. Department of State and U.S. Citizenship and Immigration Services, a distinct advantage – Required
  • Experience in supporting project design, development and management for humanitarian and
  • migration-related activities, project implementation, budget drafting, research, proposals, report writing.
  • Experience with project planning, scheduling and deployment of resources, evaluation and assessment.
  • Experience working in an international organization and knowledge of the UN, a distinct advantage.
