BACKGROUND

The SHF is a country-based fund established in 2014 to respond to humanitarian needs resulting from the crisis in Syria. The SHF aims to promote a strategic and coordinated response towards the highest priorities of the Humanitarian Response Plan (HRP) or acute emergency needs.

The core mandate of the SHF is to allocate funding to save lives, alleviate suffering, and maintain human dignity based on humanitarian needs and priorities identified at the country level. By providing timely, coordinated, and principled assistance, SHF enhances the effectiveness and accountability of the humanitarian response.

While addressing humanitarian needs is the primary goal of the SHF, localization is recognized as a secondary aim.

KEY DUTIES AND RESPONSEBILITIES

Under the direct supervision of the NOB Monitoring and report Officers based in Damascus and the overall guidance, leadership and supervision of the Head of Humanitarian Financing Unit, the incumbent will perform the following duties:

  • Ensure that SHF projects are implemented as per set objectives.
  • Plan, schedule and conduct continuous and regular field level monitoring and financial spot check visits to project sites, prepare reports and follow up recommendations.
  • Facilitates and supports field missions to SHF donors and the senior management.
  • Support recipient organizations through the project cycle and provide guidance on partners compliance to guidance as stipulated in SHF Operational manual, CBPF Global guidance and grant agreements.
  • Liaise with SHF partners at sub-national level in collecting and responding to any ad-hoc requests from SHF.
  • As appropriate assess feasibility and relevance of project applications in liaison with relevant sectors and review progress and final reports.
  • Participate and work closely with local sector coordination mechanisms and encourage partners to engage in sector coordination.
  • Work closely with SHF-Damascus to conduct training of NNGOs on different topics, such as (proposal writing, budget preparation, reporting, Grant Management System, etc);
  • Support SHF partners in securing local authorities’ agreement on their project proposal
  • Provide orientation to local partners on due diligence and capacity assessment procedures.
  • Perform other duties as required.

Work implies interaction with the following:

  • Team Leader and other Humanitarian Affairs Officers.
  • Sector Coordinator at sub-national level.
  • UN agencies.
  • SARC.
  • International and national NGOs.
  • Relevant government departments.

Under the overall supervision of the Head of Humanitarian Financing Unit, and with methodological guidance from the Syria Humanitarian Fund (SHF), the incumbent will report to the National Humanitarian Affairs Officer (NOB Monitoring) and will facilitate the implementation of SHF activities in the country. He/she will support the SHF in monitoring, evaluation, and reporting of all SHF projects and liaise with OCHA-Hubs to ensure projects are implemented as planned. Core to that will be ensuring that suitable monitoring mechanisms are in place and implemented and reported on time.

QUALIFICATIONS

Education:

  • A minimum of High school Certificate OR
  • A first level university degree (Bachelor) in in Economics, Social Sciences, Political Sciences, or relevant field will be given due consideration, but it is not a requirement.

Experience, Knowledge, and Skills:

  • A minimum of seven (7) years (with high School degree) or four (4) years (with First-level university degree – bachelor’s degree) of progressively responsible experience in humanitarian work.
  • Experience in humanitarian projects monitoring and the development of a concise actionable monitoring report with evidence-based recommendation is highly desirable.
  • Knowledge of M&E data analysis and the development of an M&E system is an asset.
  • Relevant experience in the UN Common System or comparable international organization (NGO) is desirable.
  • Experience in humanitarian financing (managing pooled funds; humanitarian project administration; experience in pooled fund mechanism, complex emergencies or natural disaster is desirable.
  • Strong computer’s ability to use MS Office 365 software packages, and ability to handle web-based management systems is an asset.

Language Requirements:

  • Fluency in Written and Spoken Arabic and English are required.
