Duties and Responsibilities
1. Background of the assignment As the global guardian of the UN Standards and Norms in Crime Prevention and Criminal Justice, UNODC is mandated to support Member States in upholding the Rule of Law, promoting crime prevention and effective, fair, humane and accountable criminal justice systems in line with the United Nations standards and norms on crime prevention and criminal justice and other relevant international legal instruments. In line with this mandate, UNODC’s project titled “Programme for Legal Empowerment and Aid Delivery, Phase II and seeks to “Reinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justice” while addressing capacity needs and persistent bottlenecks affecting service delivery in the justice sector, advance digitalization to streamline the administration of justice and countering corruption to improve access to justice for all Kenyans, including those at risk of exclusion and marginalization. The Project is designed to implement the following Outcomes of the EU Programme for Legal Aid and Empowerment in Kenya (PLEAD, Phase II). 1. Outcome 1: Enabling the criminal justice system to fight corruption more effectively. 2. Outcome 2: Improving administration and coordination of the justice sector. 3. Outcome 3. Increasing the competence, quality, and efficiency of criminal justice institutions 4. Outcome 4. Enhancing access to legal aid, especially for individuals in vulnerable situations. The project targets 19 focal counties namely Kisumu, Nairobi, Mombasa, Uasin Gishu and Nakuru, Wajir, Mandera, Lamu, Tana River, Marsabit, Isiolo, Garissa, Meru, Kericho, Kisii Bungoma, Kakamega, Migori and Narok. 2. Purpose of the assignment The purpose of the assignment is to: a) assist with the coordination and implementation of activities under the 2024 PLEAD II work plan with respect to the Office of Director of Public Prosecutions (ODPP) and the National Police Service (NPS); b) support in undertaking research activities c) provide administrative support in procurement, workshops, and trainings; and d) contribute to the development of new project proposals and drafting of various project reports. 3. Specific tasks to be performed by the individual contractor Under the overall supervision of the Regional Representative and direct supervision of the Head of the Criminal Justice Programme UNODC ROEA, and within the framework of the UNODC project ‘Strengthening the Administration of Justice and operationalising alternatives to imprisonment in Kenya’ (PLEAD II) the IC will perform the following tasks: • Support the substantive work of PLEAD II Programme specifically in relation to the implementation of the ODPP and NPS workplans. • Conduct research on crime prevention and criminal justice issues. In particular, the IC will support the following research activities: • Research Study and regulatory needs assessment on the impact of traffic offences through a comparative analysis on case management practices from other good practice jurisdictions. • The development of prosecution guidelines on traffic cases • The development of a training strategy for the justice sector. • Assist in the planning of the PLEAD II Programme’s activities, such as meetings, workshops, on-line conferences, and trainings, as well as draft reports and minutes. • Contribute to the preparation of background documents, presentations, summaries, talking points and speeches. • Support the development of co-funding project proposals and concept notes. • Assist in the preparation of budget estimates, expenditure estimates, financial reports, etc. • Assist and co-ordinate with all project staff on related issues during the preparation of expenditure reports including assisting with the monitoring of expenditures to ensure they remain within authorized levels. • Assist in ensuring full compliance with UN, and UNODC rules, regulations, financial records, reports, audit requirements, and internal control. • Support administrative matters relating to the organization of meetings, trainings, and conferences. • Assist in the preparation of procurement plans for the Crime Prevention and Criminal Justice programme and ensure their timely implementation. • Assist in proper assets management, monitoring, recording and disposal, in preparing Receipt and Inspection (R & I) reports for submission to relevant procurement units and auditing missions. • Support procurement activities including in the preparation and review of TORS, communication with potential vendors as well as goods/services delivery logistics. • Support in shipment and receipt of office and project equipment and household effects, including customs clearance. • Support arrangements for field missions. • Support the monitoring of criminal justice sector trends and profiling developments for appraisal of the team for further implementation. • Support of the development of fact sheets, newsletters, reports and other communication materials highlighting PLEAD II and the work of UNODC ROEA. • Contribute and coordinate social media content to raise visibility of PLEAD II.
