Organizational Setting
The UN-REDD Programme is the United Nations collaborative initiative on Reducing Emissions from Deforestation and Forest Degradation (REDD ) in developing countries. The Programme was launched in 2008 and builds on the convening role and technical expertise of the Food and Agriculture Organization of the United Nations (FAO), the United Nations Development Programme (UNDP) and the United Nations Environment Programme (UNEP). The UN-REDD Programme assists developing countries to prepare to implement REDD , including the development of National REDD Strategies, following guidance issued by the United Nations Framework Convention on Climate Change (UNFCCC) and the Intergovernmental Panel on Climate Change (IPCC).
As part of the Technical Assistance component of the UN-REDD Programme, and with specific support from the Swiss Government, an initiative titled ‘Climate Change Mitigation through Social Forestry Actions in ASEAN countries’ was launched for the Association of Southeast Asian Nations (ASEAN) region. The technical assistance (TA) provided by FAO (lead agency) and UNEP aims for the generation of evidence and scaled up social forestry contribution to climate mitigation, building on ongoing programmes and lessons learnt from previous work. It will be implemented at the regional level with targeted interventions in Cambodia, Indonesia and Lao PDR. The work will be closely coordinated with the ASEAN Working Group (AWG) on Social Forestry (AWG SF), AWG on Forest and Climate Change (AWG FCC), and ASEAN member states (AMS).
Reporting Lines
Under the overall supervision of FAO Representative in Indonesia and REDD team coordinator in FAO HQ; under the technical supervision of the responsible Forestry Officer, and project Lead Technical Officer at the FAO Regional Office for Asia and the Pacific (RAP) with close coordination with the National Social Forestry and Climate Change specialist, project team in RAP and government focal point(s).
Technical Focus
The specialist is expected to develop a methodology on carbon measurement for the social forestry models in Indonesia.
Tasks and responsibilities
Assessment of standards and approaches
• Review and compare international standards (e.g., Verra, Plan Vivo) and approaches (e.g., IPCC, methods used by Indonesia for UNFCCC reporting) relevant to FOLU activities/REDD .
• Assess the compatibility and applicability of these standards within the Indonesian context, especially for social forestry programs, and national commitments.
Compilation of Information
• Gather data on GHG emission reduction calculations from existing social forestry projects and initiatives.
• Include assessments from UN-REDD and other relevant entities to ensure a comprehensive understanding of the current landscape.
Challenges and Opportunities
• Identify specific challenges in measuring GHG emissions reductions and removals within social forestry.
• Support in conducting mitigation assessment analysis, including assessing the accuracy of the activity data and emission factors for the Social Forestry mitigation assessment
• Explore opportunities for enhancing measurement accuracy and efficacy, considering Indonesia’s unique social and ecological context.
Methodology development
• Create a detailed methodology tailored to the specific needs and circumstances of social forestry in Indonesia.
• Ensure the methodology is adaptable, scalable, and can be integrated with existing national and international reporting mechanisms.
Validation and Consultation
• Compiling feedback and results from consultation with relevant stakeholders to improve draft methodology.
• Organize workshops and consultation sessions to refine and finalize the methodology.
