The Water Supply and Sewerage Consultant will be responsible for analyzing the municipal water supply and sewerage system regarding the municipal water security policy and its metropolitan insertion, institutional aspects, existing structures, service dynamics, performance, deficits, system failures and aspects for circular economy, mitigation and climate adaptation to support the development of the Municipal Basic Sanitation Plan. The Consultant’s initial objective is to support the diagnostic phase by collecting information and data on actions and initiatives linked to water supply and sanitation in the city of São Paulo, together with UN-Habitat’s sanitation team. He/she will also propose solutions for restructuring the municipal policy in line with the issues indicated by the diagnosis, as well as establishing, together with the team, an action plan and targets to achieve the defined objectives. The Water Supply and Sanitation Consultant will work closely with the General Coordinator, the operational and technical teams of the UN-Habitat offices in Rio de Janeiro, as well as the local project team, government officials and civil society.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. UN-Habitat’s Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. As part of a partnership with the Municipality of São Paulo, the project includes the revision of the Municipal Solid Waste Plan and the elaboration of the Municipal Sanitation Plan. To effectively implement this project, a Water Supply and Sewage Consultant is needed to ensure that the Municipal Sanitation Plan incorporates an approach to integrating both components. Report to UN-Habitat Manager The Water Supply and Sewage Consultant reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment Under the overall supervision of the National Officer for Brazil, the Water Supply and Sewage Consultant will be responsible for delivering the three (3) following products in the expected delivery date: Product 1: “Work Plan” Description Prepare a document that presents the Work Plan regarding the object, stages and products of the consultancy, whose main objective is to gather information and outline solutions and targets regarding the management of water supply and sewage implemented in the city of São Paulo that will be part of the preparation of the municipal sanitation plan. Expected Completion Date 15 (fifteen) days after contract signature. Product 2: “Diagnosis of sanitation in the city of São Paulo” Description Developing reports containing the following contents, as a result of the activities of: • Overview of laws, decrees and plans and programs and actions related to basic sanitation that impact the municipality of São Paulo. • General aspects: environmental and socio-economic, demographic and territorial characteristics, zoning and land use and occupation, epidemiological indicators, greenhouse gas (GHG) emissions. • Characterization of the Municipal Water Supply System presenting the municipal policy, governance and institutional aspects of the axis, existing structures, service dynamics, performance and deficits and aspects for circular economy, climate mitigation and adaptation. • Characterization of the Municipal Sewage System, presenting the municipal policy, governance and institutional aspects of the axis, existing structures, service dynamics, performance and deficits and aspects for the circular economy, mitigation and climate adaptation. • An overview of the territory, the situation of water sources, hydrography, green areas, the situation of regional interdependence of water resources, sanitation service structures in urban and rural areas and in precarious communities, the population served by the services, deficits and failures in the systems, measures implemented, types of contract, budget, concession and agreements established; • The operational, regulatory, supervisory and management structure of the sanitation policy, identifying municipal bodies and structures responsible for supervising and monitoring sanitation management; • Environmental education and social communication programs, projects and initiatives: mapping of environmental education and awareness initiatives on sanitation service management; identification of communication tools and initiatives related to water issues, sewage, extreme events and solid waste. Expected Completion Date 120 (one hundred and twenty) days after contract signature. Product 3: “Study of solutions and preparation of an Action Plan and Targets to enhance sanitation in São Paulo.” Description Developing a report proposing: • Evaluation and description of solutions and their application in the sanitation system. • Identification and descriptive table of priority actions. • Structure required for each proposed solution. • Actors involved in each proposed solution. • Table containing the description of established targets, monitoring indicators, and SDGs related to each target. • sources of funding for implementing the policy; • Implementation schedule for the Action Plan. • Reporting on participation in events/workshops related to the Municipal Sanitation Plan. Expected Completion Date 270 (two hundred and seventy) days after contract signature. Responsibilities Under the overall supervision of the National Officer for Brazil, the Consultant will work in the following areas: a) Be available for a minimum of one (1) weekly virtual meeting with the General Coordinator, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultant’s ability and commitment to present partial results, following a detailed timeline to be validated with the project coordination in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to execute field work and participating in public events related to the participatory process of developing the Municipal Sanitation Plan and face-to-face meetings whenever requested. d) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. e) Maintain an orderly and accessible information file system on the information and data produced. f) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. g) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. h) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special skills
Academic Qualifications: ● Bachelor’s degree in Sanitation Engineering, Environment Engineering, Civil Engineering, Urban Studies or related fields is required. ● Post-Graduation course (Latu Sensu or Stricto Sensu) in Sanitation Engineering, Environment Engineering, Civil Engineering, Public Administration, Public Policy, International Relations, Urban Studies, Social Sciences or related fields, or additional 4 (four) years or relevant technical experience to the post, beyond the requirement. Experience: ● A minimum of four (4) years providing technical support and management related to sanitation policy. ● Professional and academic knowledge on themes related to sanitation policy, social projects, public policy Is required. ● Professional experience developing studies, projects, plans and technical assessments related to water supply and sewage is required. ● Previous experience within the UN System would be an asset. Skills: ● Excellent writing and proof-reading skills in Portuguese is required; ● Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ● The ability to engage in dialogue with the third sector, the public sector and the private sector is required. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in an inter-institutional environment, project management, monitoring-evaluation; approaches and strategies related to social projects, cooperativism, and waste pickers. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information
Travel details The Water Supply and Sewage Consultant must be available to travel to the City of São Paulo. The consultant will be responsible for travel expenses and logistics. Remuneration SB-4/1 (UNDP Brazil Salary Scale) The consultant will receive an amount of BRL 78.440,40, to be paid in three (3) installments, upon the presentation and approval of the following products: ● Payment 1 (20%): Upon delivery and approval of Product 1 (BRL 15.688,08); ● Payment 2 (40%): Upon delivery and approval of Product 2 (BRL 31.376,16); ● Payment 3 (40%): Upon delivery and approval of Product 3 (BRL 31.376,16). Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
