POSITION DETAILS 

Winrock International is recruiting a Deputy Chief of Party (DCOP) for a five-year U.S. Agency for International Development (USAID) Activity in Jamaica called Increasing Resilience of Island Economies. The anticipated program will strengthen communities, key economic sectors, and Jamaica’s enabling environment to prepare for climate change and disasters.   

The DCOP will be responsible for managing the technical team, fostering collaborative learning and adaptation, and implementation of the technical and partnership strategy for the project of the USAID-funded IRIE Jamaica project. Under the direction of the Chief of Party, s/he will lead a team to develop and implement strategies to strengthen climate resilience and disaster preparedness across key sectors. 

This is a full-time position based in Jamaica and is contingent upon award.

ESSENTIAL RESPONSIBILITIES: 

  • Coordinate with the Chief of Party (COP) in management of the technical components, providing programmatic leadership and overseeing the strategic planning of activities in support of the activity goal and objectives, including the determination of project priorities and appropriate technical initiatives.  
  • Foster coordination with local organizations, the private sector, government, and complementary donor programs that contribute to both sustainable and inclusive outcomes.     
  • Oversee objective leads and their activities and ensure cross outcome learning and collaboration.     
  • Ensure results-oriented technical components and high-quality and timely deliverables and reports.   
  • Work closely with the MEL team to ensure streamlined data collection and analysis.    
  • Understand and manage expected project results, including evaluation of ongoing activities as part of a collaborating, learning, and adapting approach.    
  • Contribute to knowledge management and sharing activities within the project, with USAID, other implementing partners, the government and general public.   
  • Participate in regular field visits to implementation areas to assure progress towards the expected objectives and goals. 
  • Work closely with COP and project staff to develop annual workplans and other deliverables to showcase project success and impact.

QUALIFICATIONS AND BACKGROUND: 

  • Education:  
  • Master’s degree in relevant discipline is required. 
  • Work Experience:  
  • Minimum of 10 years of professional experience in managing and implementing complex international development programs. 
  • Minimum 5 years of experience in environment, disaster risk reduction, agriculture, and/or climate resilience programs in Jamaica. 
  • Experience on USAID-funded environment/climate programs is highly desirable. 
  • Skills:  
  • Demonstrated capabilities in institutional capacity building, high-level strategic visioning and leadership, and working effectively with civil society, local, regional and central-level government authorities and with USAID or other development partners. 
  • Ability to build coalitions and networks, including with the private sector, that can provide synergies and sustainable solutions for disaster risk reduction and cliamte resilience.  
  • Knowledge of the policy and institutional context and frameworks for climate and environment in Jamaica. 
  • Proven experience in project management, including planning, budgeting, and resource allocation. 
  • Knowledge of USAID rules and regulations preferred. 
  • Fluency in English is required.
