Duties and Responsibilities
The Lebanon Recovery Fund (LRF) is a UN inter-agency pooled fund aimed at consolidating and targeting financing for key stabilization and development priorities. In support of the current response, the LRF also aims to contribute to ongoing national emergency efforts and bridge the response in preparedness of upcoming recovery and reconstruction efforts. The LRF is an existing and active instrument that can quickly channel international assistance to Lebanon through participating UN organizations and NGOs. This consultancy aims to produce a video tailored to reach potential donors to the response in Lebanon particularly the Lebanese diaspora by introducing them to the LRF, its objectives, results and how it can be a tool to channel their support to Lebanon and make an impact no matter the size of the contribution. The Lebanese diaspora is estimated to be one of the largest globally per capita, with 16 million people of Lebanese origin living overseas. The consultancy aims to focus mainly on the largest Lebanese diaspora communities located in the United States, Australia, Canada, France, and South America. Their contributions go beyond remittance transfers; they can play an important role in the emergency response, recovery and development of Lebanon’s economy, making them a significant asset to their country and a crucial development partner. Objectives Under the guidance of the RCO, this consultancy aims to produce an outreach animated/explainer video that engages potential donors to Lebanon particularly the Lebanese diaspora by raising awareness about the Lebanon Recovery Fund (LRF) as a tool to channel support to critical priorities through UN and NGOs. Duties and Responsibilities • Undertake an initial briefing/consultation with the RCO and the MPTF Office to understand the objectives of the Lebanon Recovery Fund, its background, and the intended key messages. • Develop a concept note outlining the vision for the animated video. This should include a description of the storyline, key points to address, and the visual effects to be adopted. The draft concept should include 3 options and should be submitted to the RCO for review, feedback, and approval. • Engage with key diaspora organizations and other relevant partners. Conduct a series of consultations with selected diaspora organizations to present the approved concept note, gather input on effective messaging, and refine the video concept note to ensure it resonates with the diaspora audience. • Develop an initial draft of the video based on the approved concept and feedback from diaspora consultations. The draft should include all necessary elements agreed in the consultations including design, motion graphics/characters, necessary VO (Voice Over), and animation with custom transitions, and subtitling, and will be submitted to the RCO for review/comments for improvements and incorporate necessary modifications in due time. • Deliver final video product (ideally 2 minutes max), in different formats needed for website and social media use. • Complete an adaptation of the English animated video to Arabic, based on the approved English animation and the Arabic script to be provided by RCO. • Deliver original artwork and video files as final products to the RCO.
Qualifications/special skills
Bachelor’s degree in graphic design, and/or advertising and marketing or related field is required. At least 7 years of work experience in the design and production of animated and explainer videos is required. Proven experience in designing, developing and producing video animations and infographics for video infomercials using the highest quality of software is required. Strong interpersonal, presentation, and pitching skills, with the ability to effectively explain concepts and engage with diverse stakeholders, including diaspora organizations, to communicate the project’s vision and objectives is required. Strong creativity and imagination and strong drawing skills is required. Computer literacy and familiarity with graphics software is required. All candidates will be required to provide 3 examples of past video animation productions they have directly designed and produced. He/she can also provide an updated creative portfolio including relevant creative development work and qualifications.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in both English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
