The Climate, Environment and Resilience Portfolio projects have a common overarching goal to support greenhouse gas emissions mitigation.

Using an integrated suite of de-risking interventions, the Project seeks to systematically de-carbonize the existing building stock in Armenia to reduce greenhouse gas (GHG) emissions while achieving sustainable development benefits.

“De-risking and Scaling-up Investment in Energy Efficient Building Retrofits” (UNDP-GCF/00101711) UNDP-GCF Project, addressing both public and residential buildings, focuses on creating a favorable market environment and a scalable business model for investment in energy efficiency retrofits by addressing market barriers. These barriers to energy efficient building renovation are addressed through a combination of policy and financial de-risking instruments and targeted financial incentives to key market players.

To address each specific risk area, the Project is structured under four components: (i) building sector monitoring, reporting and verification (MRV) and knowledge management, (ii) policy de-risking, (iii) financial de-risking, and (iv) financial incentives. By systematically targeting barriers, the Project will significantly reduce the investment risk profile of energy efficiency building retrofits to encourage private sector investment and thereby scale-up investment in energy efficiency building retrofits in Armenia.

Duties and Responsibilities
The incumbent will perform the following tasks working in close consultations with Project team:
  • Support project teams in identifying, planning, and implementing energy efficiency and renewable energy measures in public and residential sectors (like state-funded retrofit programs);
  • Support the Project in identification, formulation, and finalization of any sub-project documents related to infrastructure (feasibility, impact, scope, costing, timing, etc.);
  • Coordinate construction/retrofit projects/tasks execution processes from needs assessment to final handover to facilitate the efficient and timely delivery of inputs and the realization of the targeted expenditure and delivery level;
  • Help develop terms of reference (ToRs) for tenders related to design, construction, technical supervision, companies and individuals aimed at ensuring improved energy performance;
  • Provide support on legislative matters/reforms, including binding building codes and policies that affect energy efficiency projects;
  • Support project management by helping with the technical evaluation of bids and contributing to evaluation reports;
  • Assist in setting up monitoring mechanisms for energy efficiency projects by contributing to performance indicators, targets, and milestones;
  • Ensure in quality control of design documentation, energy audits, energy efficiency measures, and renewable energy applications for projects;
  • Prepare and review estimates for energy retrofits and civil works. Contribute to tracking costs and ensuring reports are up to date;
  • Develop project site supervision plan ensuring quality assurance and quality control.
  • Perform quality control and supervision to monitor progress, ensure quality, and confirm compliance with project designs and technical requirements.
  • Conduct and/or organize site visits to check on the progress of energy efficiency measures and civil works, ensuring work is done on a timely manner and within budget;
  • Approve and certify the grade of advance and progress of rehabilitation works;
  • Contribute to the development of reports summarizing and analyzing technical and financial results of the applied measures, provide appropriate recommendations for relevant components planning and implementation; and assist the Project management in communication with national and local authorities on issues related to residential sector energy efficiency promotions (analytical reports, notes, letters, etc.);
  • Review/check the possible changes/variances in the volumes and values of the works performed, ensure these are justified;
  • Deliver professional input in the Project periodic reports, statistics and databases.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Civil Engineer will work under direct supervision of the International Project Manager and the Project Coordinator of “De-risking and Scaling-up Investments in Energy Efficient Building Retrofits” UNDP-GCF Project.

Required Skills and Experience
Education:
  • Master’s degree in Structural Engineering, Civil Engineering or relevant field is required Or;
  • Bachelor’s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in Civil Engineering/construction Design, construction coordinator and technical oversight/inspection.

Required Skills:

  • Excellent analytical and writing skills, track record with producing high quality research/analytical reports and papers;
  • Strong interpersonal, communication and analytical skills;
  • Ability to take decisions, establish and maintain effective work relationships with people of different social and cultural backgrounds;
  • Ability to work independently and to participate effectively in team- based information sharing;
  • Ability to review, prepare and present technical reports and make oral presentations, both in Armenian and English.

Desired Skills:

  • Experience in working and collaborating with government counterparts;
  • Experience/Familiarity with gender equality framework and or/gender related other areas;
  • Working experience with international donor organizations.

Required Languages:

  • Fluency in Armenian and English is required.
