Job Summary:

The Finance Manager reports directly to the Technical and Operations Manager in Thailand, and closely coordinates with the Regional Finance Controller. The post holder is responsible for overseeing project finance and accounting management. This role involves managing the day-to-day operations to ensure appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and other related expenditures) are followed to properly disburse, account, budget and report project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement.

 

Responsibilities

  • Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.
  • Communicate accounts monthly to the regional offices respecting QuickBooks procedures and deadlines;
  • Manage the presentation, circulation, filing and archiving of accounting and financial documents as directed by the regional finance control.
  • Provide functional support for RTI’s finance and accounting function;
    • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping;
    • Reviews expenses and financial transactions to ensure it is compliance with RTI procedures and terms of the agreement;
    • Manage grants financial management, including partners’ budgets and financial report reviews, in coordination with the Grants Specialist;
    • Maintains inventory tracking system and does periodic reviews to ensure compliance with RTI procedures and terms of the agreement;
    • Performs the cash management functions required in maintaining RTI bank accounts;
    • Manage petty cash accounts.
    • Review and submit monthly bank reconciliations
    • Recommend necessary ideas based on the review findings to regional controller to improve quality of reporting.
    • Responsible for overall project financial management and prepares and submits financial statements and other cost accounting reports.
    • Maintain project financial management files including for grants and ensures audit trail for all necessary documentation. Implement and monitor cost effective and efficient systems and procedures.
    • Coordinate and consolidates the projection of monthly, quarterly and annual expenditures and prepares pipeline estimates for the project, including grant specific forecasts.
    • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping.
    • Coordinate with compliance and international accounting team on financial transactions issues.
    • Open/close bank accounts on the authority of the Technical and Operations Manager and the Regional Finance Controller.
    • Oversee the management of bank accounts: follow transfers, check balances, check authorized expenses and online transactions.
    • Assess monthly cash-flow needs for projects and bases and communicate cash requests to the Project Coordinator
    • Commitment of expenditure:
      • Set up and formalize procedures for the commitment of expenditure, conform to Standard Operating procedures (SOP) procurement guidelines in tandem with local procurement law(s) and practices.
      • Ensure that procedures are adhered to in terms of contracts and payments;
      • Ensure that proofs of purchase are valid (contracts, orders, bills, invoices, delivery receipts etc)
  • Perform other tasks as assigned by his/her supervisors

Qualifications

Typical Education & Experience

Bachelor’s Degree and 8 years of experience, Master’s degree and 6 years of experience managing finance and grants, preferably with some audit experience, PhD and 1 year of experience, or equivalent combination of education and experience.

 

Essential Qualifications

Below are skills and abilities needed to perform the essential duties of this job.

  • Experience working for USAID-funded projects and knowledge of USAID grant regulations required.
  • A minimum of 5 years of working experience in accounting and finance fields within the international working environment.
  • Solid knowledge and understanding of Thai’s finance and accounting, and USAID grant rules and regulations.
  • Strong computer skills, especially in Excel, accounting software such as Quickbooks, Oracle and Microsoft Office.
  • Ability to resolve problem situations and communicate tactfully and effectively, both orally and in writing, and ability to work with diverse individuals.
  • Ability to understand and interpret finance policies and procedures as well as the ability to apply them with consistency in a variety of circumstances.
  • Ability to function independently and carry out routine responsibilities with minimal supervision
  • Must be able to communicate in English (written and oral).
  • Ability to work well as a team player in a demanding environment.
  • Ability to monitor progress of a project against milestones or deadlines, double-check the accuracy of information to discover weakness or missing data.
  • Ability to hold confidential/sensitive information in strict confidence and exercise reasonable degree of care to prevent disclosure.
  • Availability to travel within Thailand.

Desirable

  • Familiar with the International non-profit organizations working environment
  • Knowledge of Burmese and Thai regulations preferred.
  • Experience working in Burma strongly preferred.
