Specialist, Advocacy and Partnerships, Africa – GL D – Temporary until December 2025

As the Global Fund prepares for its 8th Replenishment in 2025, strengthening the organization’s positioning and partnership with the African continent, both at country level and with regional partners, is a key priority for the organization. Country-ownership is a core principle of the Global Fund, and ensuring its continuous embodiment in a rapidly evolving landscape is critical to ensuring that the fight against AIDS, TB and malaria receives the global attention and level of funding required to end the world’s three deadliest diseases and save millions of lives by 2030. The Political and Civil Society Advocacy Department aims to nurture and expand its partnerships across the African continent, ensuring meaningful engagement and strategic alliances.

The Specialist, African Advocacy will play a leading role in conceptualizing these partnerships, including through identifying and nurturing political and advocacy relationships at country, sub-regional and regional levels. While the role will focus on partnerships with African governments and African regional bodies, the incumbent must also consider the meaningful engagement of communities and civil society, as set out on the Global Fund’s Strategy.

Under the direct supervision of the Head of the Department, the Specialist will work closely with teams across the External Relations and Communications Division, and in close coordination with country teams as well as with other teams and the Executive Office as relevant, to devise and implement an African Political Advocacy Roadmap that ensures strategic engagement with key partners across the continent.

Key Responsibilities

  • In alignment with the priorities of the External Relations and Communications Division, and in close coordination with country teams as well as with other teams and the Executive Office as relevant, coordinate the development and implementation of an African Political Advocacy Roadmap, in support of the Global Fund’s Replenishments.
  • Identify opportunities, platforms and high-visibility moments to reinforce the Global Fund’s advocacy agenda across the African continent.
  • Work with teams across ERCD to facilitate strengthening of African leadership voices across a range of communications products and activities and coordinate speaking opportunities at events.
  • Facilitates collaboration with appropriate stakeholders from across the Global Fund to contribute to and align internally on partnership strategies and approaches.
  • Engages with key stakeholders across the organization to cultivate and nurture African political partnerships.
  • Establishes and maintains meaningful connections with key external partners, representing the organization as needed.
  • Demonstrates sensitivity to the diverse needs and priorities of different stakeholder groups, fostering a collaborative and inclusive partnership approach.
  • Works closely with an Associate and collaborates with other team members to deliver on objectives.

Qualifications

Essential:

  • Post-graduate university degree in international relations, international development, humanities, communications or a related field.

Experience

Essential:

  • Proven experience in partnership development, design and implementation of partnership engagement frameworks
  • In-country experience of development and/or public health programs in LMICs/ countries with programs supported by The Global Fund
  • Proven experience working with in country and regional African partners preferably on global health issues
  • Understanding and knowledge of the Africa-wide context
  • Experience working in a multicultural setting

Desirable:

  • Experience engaging with key partner organizations of the Global Fund
  • Knowledge or experience in human rights and gender
  • Knowledge or experience conceptualizing and undertaking political analysis.
