Background/Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life, with particular focus on multi discriminated groups of women, including Roma women.
UN Women is contributing to the implementation of the PRO – Local Governance for People and Nature Programme (the “Activities”), implemented by UNOPS, with the aim of uplifting Roma women waste pickers and their households by fostering economic empowerment, gender equality, and inclusive development. The sustainable livelihoods of informal waste pickers will be enhanced through provision of comprehensive support, tailored mentoring and integration into the formal labour market, focusing on economic empowerment and social inclusion. The expected result of the project is to economically empower up to 100 working-age Roma women living in 12 participating Local self-governance units covered by PRO Programme[1].
The project implies development of the socio-economic profile of Roma women waste pickers selected as beneficiaries of the PRO Programme and the Socio-Economic Integration Model of Roma women waste pickers and Roma women members of the waste pickers households. The Model will be developed as a guiding tool for their sustainable integration in the labour market, in line with their personal circumstances and ensure the interlinking of social protection services, employment service support, as well as training and vocational training services. The methodological approach includes adoption of the individualistic perspective of each beneficiary through reviewing their socio-economic profiles developed within the first activity, as well as collective perspective in terms of relevant local policies and availability of support services at local level, depending of their place of residence.
In order to strengthen the sustainability prospects of the application of the model, the participatory approach will be included in the development of the Model through the questionnaire for Roma women’s organisations and gender experts about possible options for increasing employability for Roma women waste pickers in a sustainable manner and necessary services to offer and organization of at least three focus groups with working-age Roma women beneficiaries about their needs and perceptions regarding employment status, possibilities for personal growth and life circumstances in general to explore key barriers and opportunities for successful employment within the waste management sector or other sectors.
The objective of this assignment is to develop the Roma women waste pickers socio-economic profile and the Socio-Economic Integration Model of Roma women waste pickers. Both socio-economic profile and Model will be developed based on the data obtained through comprehensive assessment of beneficiary waste pickers families conducted by UNOPS, and database that will be shared by UN Women.
