Position Overview

Pact seeks a Gender and Inclusive Development Advisor for the anticipated USAID Access Miahy Activity. USAID Access Miahy’s goal is to accelerate sustainable reductions in maternal, neonatal and child morbidity and mortality through increased access and availability of quality primary health care (PHC) services. USAID Access Miahy will build the capacity of Ministry of Public Health (MOPH) actors at district, facility and community levels to design, develop, manage, deliver, monitor and evaluate health services and programs aligned with the intervention packages in their catchment areas.

USAID Access Miahy is a $90M cooperative agreement with an anticipated start date of January 2025.

This position is subject to awarding of the project; please note that the position title, requirements, and responsibilities are subject to change depending on USAID’s final qualifications for this role. This position is anticipated to be based in Antananarivo, Madagascar.

The Gender and Inclusive Development Advisor will lead the integration of transformative gender and inclusive development practices throughout our program. This full-time role will involve conducting a comprehensive gender analysis, implementing gender-sensitive and inclusive strategies across all activities, and guiding programming and teams on promoting equity, inclusion and empowerment in health, social, and economic contexts. The successful candidate will have a strong understanding of gender-based economic barriers, intersectional approaches, and laws that support gender equality and health rights, particularly as outlined in the Reproductive Health and Family Planning Law of 2017. This position will report to Deputy Chief of Party (DCOP), will supervise Livelihoods Manager and PPP Manager, and will be based in Antananarivo, Madagascar.

Key Responsibilities

  • Conduct a detailed and comprehensive gender analysis to inform program strategy and ensure the program addresses gender disparities effectively.
  • Implement and mainstream transformative gender and inclusive development practices across all program components, including monitoring, evaluation, and reporting, to promote equity and inclusion.
  • Lead the integration of gender transformative lens in creation of annual work plans, adaptation of programming tools around GBV prevention and GBV response/services, and monitoring of work plans against gender and inclusion related indicators.
  • Support partners in the integration of gender in public and private health service delivery, ensuring that existing gender sensitivity and assessment tools such as QI SOPs for health facilities are appropriately leveraged or adapted in project.
  • Integrate an intersectional approach in all program activities to ensure women’s empowerment and equity for diverse and marginalized groups.
  • Collaborate with Capacity Development Director, to develop and integrate inclusive capacity development approaches and best practices that reflects responsive, realistic and high-quality plans to build the capacity of staff and local partners on GBV and gender transformative programming.
  • Develop and execute strategies to address gender-based economic barriers to health promotion through the Savings and Internal Lending Communities (SILC) approach. Work with health care providers, local authorities, community members, and other key stakeholders to identify both clinical and behavioral service delivery issues that impede access to care and uptake of services.
  • In terms of policy and legal advocacy, support the program’s contribution to developing, disseminating, and promoting laws and policies that uphold gender equality, reproductive health rights, and combat gender-based violence (GBV), in alignment with the 2017 Reproductive Health and Family Planning Law.
  • Provide technical assistance to MOPH unit in drafting and implementing Gender Based Violence and other gender-related trainings for health practitioners, healthcare providers, CHWs, CCMs, and various community leaders, when needed.
  • Develop and implement approaches to enhance women’s leadership within the workplace and health sector, creating pathways for women’s active participation in leadership roles.

Ensure the integration of gender equality and inclusive decision-making within the program’s SBC activities, promoting gender-equitable family representation and practices.

Basic Requirements

  • Master’s degree in Women and Gender Studies or related degree with focus on gender equality in international development, social work, public health, sociology, anthropology or related area, or equivalent experience
  • Minimum of 5 years of experience in gender analysis, inclusive development, or related fields, preferably in a supervisory role or Minimum of eight (4) years of experience improving access to health service delivery through planning, implementation and monitoring of gender programing to prevent GBV or promote gender equity.
  • Strong understanding of gender-sensitive program design, intersectional approaches, and knowledge of gender-based barriers in economic and health promotion.
  • Strong knowledge of USAID rules, regulations, procedures and reporting requirements.
  • Experience facilitating trainings and workshops focusing on improving service delivery and/or gender sensitive and inclusive programming.
  • Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders.
  • Experience in promoting women’s empowerment and leadership, with proven advocacy skills for policy development related to gender and health rights.
  • Excellent interpersonal and communication skills, with a demonstrated ability to work collaboratively in diverse and inclusive teams.
  • Professional experience interacting with U.S. Government agencies, host country governments, small NGOs, and other relevant stakeholders.
  • Excellent verbal, written, interpersonal, and presentation skills in English.

Preferred Qualifications

  • Knowledge of the political, social, and economic context of Madagascar.
  • Experience designing or implementing gender- or youth-sensitive health programming.
  • Malagasy nationals are strongly encouraged to apply.
