Position:459479, Environmental Health Officer

OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country, cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.In the context of Emergency Health and Nutrition Project funded by World Bank, the Project Development Objective is to restore access to a basic package of health and nutrition services and preserve the main elements of essential public health functions for the benefit of the population of Sudan.

DESCRIPTION OF DUTIES

In view ofthe above objective, the incumbent will monitor the environmental and social safeguards aspects of ongoing and planned SHARE activities. S/he will be required to ensure proper implementation of the Medical Waste Management Plan(MWMP) and the Environmental and Social Management Framework (ESMF) by participating in performing the following specific tasks:Monitor safeguards compliance during construction and operational phases:Medical Waste Management Plan (MWMP):

  • Check, assess and record the conformity of measures that are taken during the implementation of the interventions under the health component of the SHARE with the provisions set forth in the MWMP.
  • Supervise and coordinate with the focal points at governorate/district/campaign level to ensure proper implementation of them itigation measures as provided in the plan.
  • Collect data from focal points on the level of compliance with the MWMP, areas of non-compliance and recommend measure for addressing these areas.
  • Report on the level of implementation of the plan, areas of non-compliance and corrective measures taken.
  • Participate in providing training to focal points on implementing and monitoring the MWMP’s mitigation measures.
  • Ensure proper documentation i.e. photographs-of the identified negative and positive environmental impacts and aspects invisited sites;
  • Ensure that complaints are received,registered and addressed fully to avoid harm to local people.
  • Environmental and Social Management Framework (ESMF): Follow up and monitor the status of implementing the ESMF and subsequent instruments.
  • ESIAs, ESMPs and checklists- for all SHARE sub-projects.
  • Supervise and coordinate with governorate/district level focal points and provide required support for monitoring ESMPs, ESIAs and identifying areas of non-compliance with the measures of these plans.
  • Review the detailed engineering designs and determine whether construction activities have followed the design in relation to environmental and social aspects.
  • Identify negative environmental and social impacts created by the construction/operation of sub-projects and proposeappropriate mitigation measures.
  • Provide recommendations for corrective measures -where required- to offset or reduce adverse environmental and social impacts.
  • Prepare and monitor database for all SHARE sub-which details the sub-project title, contract number, location, start of civil works contract, dates for each field visit, etc.
  • Prepare regular monitoring reports and report main findings to the WHO/UNICEF and reflect these findings in the progress reports that are submitted to the World Bank Conduct regular field visits and follow up, as follows:
  • Ensure that proper screening and categorizationis undertaken for each sub project.
  • Check sub-projects’ sites and ensure that proper assessment has been conducted for site selection.
  • Meet with local beneficiaries to monitor make and avoid adverse impacts related to source of landowners’ income or associated with land taking.
  • Identify areas of contractors’ non-compliance with the environmental and social safeguards policies of the Bank at sub-project level and suggest required mitigation measures.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor’s degree in Environmental Development or Environmental or Biological sciences or Engineering.
Desirable: Specialized training orcertification in Environment management; specific training in humanitarian response and or project management.

Experience

Essential: At least 2 years of related experience in environmental health projects, monitoring, needs assessment, procurement plans, project management,part of which in emergency management or humanitarian context.

Experience in developing and promoting collaborative partnerships.
Desirable: Relevant work experience in Environment management.

Related experience in development and implementation of WASH and ESMF projects.

Skills

  • Demonstrated technical skills and knowledge of the Environment Safeguards,
  • Environmental Development, Waste Management and related areas and their implementation in emergencies Concrete stress management skills in pressing situations and conflicting priorities.
  • Knowledge of WHO and or other UN Agencies rules, manuals, practices and procedures is an asset

Remuneration comprises an annual base salary starting at USD 51,553 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
