The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC operates in more than 60 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.

In Papua New Guinea (PNG), EpiC has expanded its efforts to include Global Health Security (GHS) activities since 2023, focusing on strengthening the country’s health systems to prevent, detect, and respond to infectious diseases, with an emphasis on integrating One Health approaches. This approach recognizes the interconnectedness of human, animal, and environmental health in addressing health threats. The EpiC GHS project in PNG is working closely with government and stakeholders across the health, veterinary, and environmental sectors to build the International Health Regulations (IHR) core capacities needed to effectively manage emerging infectious diseases and other health threats.

FHI 360 is recruiting for a Program Officer:

Job Summary:

The Program Officer will provide essential administrative and logistical support for the EpiC GHS project in PNG, assisting with the planning, coordination, and implementation of project activities. This role includes coordinating meetings, trainings, field visits, and in-country travel; managing logistics for events; preparing project documents; and supporting day-to-day operations. The Program Officer will work closely with the project team to ensure effective delivery of program activities, maintaining adherence to timelines and donor requirements.

Accountabilities

Administrative and Logistical Support

  • Coordinate logistics for project activities, including meetings, trainings, workshops, and field visits, ensuring all arrangements are in place (e.g., venue bookings, travel arrangements, catering).
  • Support in-country travel coordination, including flight bookings, accommodation, and local transportation for project staff and partners.
  • Assist in the procurement of materials and supplies needed for project activities, following organizational and donor guidelines.

Program Coordination and Implementation

  • Assist the One Health Coordinator in planning and scheduling program activities, ensuring timely execution according to the project workplan.
  • Maintain an up-to-date calendar of project activities and events, coordinating closely with team members to avoid scheduling conflicts.
  • Support the preparation of activity budgets, monitoring expenditures, and maintaining accurate records of financial and logistical transactions.

Documentation and Reporting

  • Prepare, edit, and format project documents, including meeting minutes, training materials, and reports.
  • Ensure proper documentation of project activities and maintain an organized filing system for all project-related documents.
  • Support the M&E Officer in collecting and compiling data for reporting purposes, ensuring data accuracy and completeness.

Communication and Stakeholder Liaison

  • Serve as the point of contact for logistical queries from project staff, partners, and stakeholders, providing timely information and resolving any issues.
  • Liaise with vendors, service providers, and logistics companies to coordinate services for project events and activities.
  • Facilitate communication among team members to ensure smooth implementation of program activities.

Applied Knowledge and Skills

  • Strong organizational skills for managing logistics and coordinating multiple activities.
  • Excellent communication skills for liaising with partners and coordinating events.
  • Ability to handle administrative tasks efficiently, such as scheduling, budgeting, and documentation.
  • Proficiency in Microsoft Office and other standard office software.
  • Experience working in a fast-paced environment, managing competing priorities.

Supervision Given/Recieved

  • Reports to the One Health Coordinator.

Works collaboratively with the project team, including GIS Specialist/Data Analyst, M&E Officer, Lab Specialist, and other staff.

  • Fulfil other appropriate level responsibilities as defined by your supervisor.

Education and Experience

Education:

  • Bachelor’s degree in Public Health, Project Management, Business Administration, or a related field.

Experience:

Advertisement
  • 2-4 years of experience in program coordination, project administration, or logistical support, preferably within international development or public health programs.
  • Familiarity with USAID-funded projects and donor compliance requirements is an advantage.

Skills:

  • Strong organizational and multitasking abilities, with a focus on detail.
  • Excellent communication skills, both written and verbal.
  • Experience with budget tracking and administrative processes.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).

Physical Demands and Working Conditions

  • Typical office environment; ability to travel domestically and internationally as needed (10-25%).
  • Primarily an office-based role, with some off-site duties for meetings and events.
  • Occasional work outside regular office hours may be required for urgent project needs.

Technology to be Used

  • Microsoft Office Suite, standard office equipment, and project management tools.
