Job Summary:

Winrock is seeking a GESI Specialist to lead a dynamic team in implementing an anticipated $10M donor-funded project to support vulnerable populations through comprehensive, trauma-informed services; prevent and address human rights violations such as gender-based violence, exploitation, human trafficking, and conflict-related violence and abuses; and strengthen related policies and their implementation at the national and subnational levels.   

The GESI Specialist will provide technical guidance and holistic support to ensure that gender equality and social inclusion are incorporated into all aspects of the project, including through partnership with survivors to design, implement and evaluate protection, policy and partnership activities. The GESI Specialist will lead GESI-related assessments, oversee GESI data collection, coordinate with the COP and DCOP to outline strategic actions for GESI mainstreaming, develop and oversee GESI integration strategies, and consulting with marginalized populations and incorporating their perspectives into project strategies. S/he will also lead the project’s strategy for improved comprehensive and trauma-informed protection approaches and activities and provide technical assistance to project partners, counterparts and grantees. 

This role does not include any expatriate benefits. candidates must be eligible to work in country without sponsorship.

The position is contingent upon receipt of donor funding. 

ESSENTIAL RESPONSIBILITIES: 

  • Contribute to the development of project strategy and work plans.  
  • Work with survivor leaders, project staff, partners and Winrock Home office to design and implement protection approaches and to improve collaboration, referrals and joint actions by diverse stakeholders.  
  • Develop tools and materials needed to effectively address the vulnerabilities of at-risk populations and needs of survivors and integrate GESI within the project strategies, activities, budgeting, communications and M&E plan. 
  • Provide technical assistance to NGO partners, government of Ukraine counterparts, and communities to improve identification, case management and services for survivors of human rights violations, such as forced labor and sex trafficking gender-based violence and war-related violence and torture.  
  • Establish and maintain relationships with relevant governmental, nongovernmental, and private sector organizations to implement effective protection mechanisms and services.  
  • Collaborate internally and externally to synthesize, share and apply learning on methods that GESI; and create greater opportunities for inclusive design and participation.  
  • In collaboration with other staff, support the identification of strategic partners to pilot and/or scale up innovative approaches to improve gender equity and social inclusion.  
  • Provide technical advice and training to program staff and partners related to survivor-centered services, trauma-informed care, gender equity, women’s empowerment, and social inclusion. 
  • Support the MEL Lead to plan the collection, analysis, and reporting of relevant data, including reporting on all sex-, ethnicity and age-disaggregated data. Ensure that GESI outcomes and impacts (intended and unintended) are captured and reflected on.  
  • Help facilitate adaptive management by contributing to “pause and reflect” sessions to take stock of progress and learning around gender and social inclusion approaches. 
  • Lead the development and implementation of an GESI analyses and other related assessment. 
  • Work with staff to ensure that activities are designed and implemented in accordance with the project’s gender equity and social inclusion action plan and address gender- and inclusion-specific considerations, needs and gaps. 
  • Lead and/or support the implementation of gender and social inclusion considerations into studies and assessments. 
  • Maintain a close working relationship with Winrock’s Senior Gender and Social Inclusion Adviser, to share learning, troubleshoot, and gain access to resources, tools, and support. 
  • Represent the program at relevant events, stakeholder and donor meetings as appropriate.  
  • Contribute to project quarterly and other reports. 
  • Other duties as assigned. 

 

QUALIFICATIONS AND BACKGROUND:

Education: Academic degree in international development, gender studies, law, or related field. Master’s degree or higher preferred.  

Experience:     

  • Minimum of five (5) years work experience in a role related to gender integration and social inclusion as it relates to human rights violations, gender-based violence, labor and sexual exploitation, conflict-related abuses, or other closely related thematic areas.  
  • In-depth understanding of the social, psychosocial, health, and economic aspects of survivor care and current survivor service providers;   
  • Experience working in positions that require excellent interpersonal skills and ability to network and maintain effective working relationships with diverse sets of stakeholders, in particular survivors.  
  • Relevant experience in GESI analysis, training on GESI, and GESI integration throughout the program cycle.  
  • Experience with donor-funded programs implementing gender and socially inclusive  

approaches and tools  

 

Skills/Knowledge:       

  • In-depth knowledge of gender and other social inclusion considerations (constraints and opportunities) in project sector and main actors in the project sector 
  • Excellent facilitation skills, including proven ability to lead the design and delivery of participatory training and capacity building activities on gender and social inclusion  
  • Fluency in English (both spoken and written) and Ukrainian is required
