Your team

Within the Office of the Director General, “Corporate Communications” is responsible for developing and executing the Agency’s communication strategy and managing stakeholder relations, media relations, public relations, internal communications, and overseeing corporate communication tools.

Your role

Your role will be to:

  • Provide policy advice to senior management to support the Agency’s corporate-level relationships with Member States and key institutional stakeholders and support the delivery of targeted communications towards these stakeholders.
  • Maintain a global overview of the Agency’s relations with Member States, ICAO and other key international organisations to ensure strategic alignment, foster coherent policy collaboration, and address global challenges.
  • Coordinate closely across the Agency to support a coherent and streamlined approach at policy level towards institutional partners.
  • Provide policy advice to the Director General (DG) as needed, and support the DG’s Executive Office (EOFF) in coordinating briefings and input for specific meetings.
  • Develop briefings for the DG on specific topics related to institutional stakeholder matters, and produce specific communications outputs, such as speeches or presentations, as required.
  • Work closely with colleagues in the Communications team to ensure that communications outputs reflect policy positions and are aligned with key objectives.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • A four-year university degree in a relevant field with a minimum of 10 years’ relevant professional experience, or a three-year university degree in a relevant field with a minimum of 11 years’ relevant professional experience.

  • Experience in developing policy positions and position papers.
  • Experience in coordinating between various business areas and driving consensus positions.
  • Experience in addressing a range of aviation policy-related issues, ideally at domestic, European and international levels.
  • Experience in working with international organisations, such as ICAO.
  • Understanding of the political landscape, dynamics, and implications that affect the aviation sector.
  • Understanding of EUROCONTROL’s stakeholder ecosystem.
  • Stakeholder management and diplomatic skills.
  • Networking: You design networks with a view to developing strategic connections.
  • Organisational Awareness: You understand influences and operate effectively in the broader context.
  • Influencing: You tailor your style and approach to influence others.

  • The working languages of the Agency are English and French. For this position, candidates must be proficient users of English at level C2 (oral/written). The selected candidate will be required to become, at least, a basic user of French at level A1 by the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Before receiving an official offer, the selected candidate will be required to provide certified copies of the degree(s) that meet the qualifications specified in the Notice of Competition for this position.
  • The selected candidate will be offered a contract for a duration of five (5) years in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
