JOB DESCRIPTION

Role and responsibilities

The following is a brief description of the role

Generic responsibilities (max 10)

  1. Coordinate the shelter/engineering activities according to strategy, proposals, budgets and plans
  2. Ensure adherence to NRC policies and donor requirements
  3. Involve and inform communities and community leaders about the activities
  4. Break down the annual operational plans into weekly, monthly and quarterly implementation plans
  5. Coordinate with relevant partners/stakeholders
  6. Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
  7. Supervise, train and develop team
  8. Prepare periodic progress reports and other documents as required
  9. Investigate and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities

Specific responsibilities

  • Manages the processes for all maintenance, Quick Fix and retrieval work in the camp in coordination with UNHCR.
  • Acts as the focal point for requests for the improvement of camp infrastructure in Azraq
  • Manages the Engineering Team and keeps documented track of all HR aspects (for example attendance, leave, PAs), finance aspects (for example labour sheets, invoices) and logistics aspects (for example GRN, way bills)
  • Enhances engineering and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Determines engineering requirements by conducting inspections and analytical tests; analysing and synthesizing data; maintaining control charts; preparing bid specifications.
  • Resolves engineering problems by collecting and analysing information; researching, adapting, and modifying engineering techniques; recommending solutions; preparing drawings, schematics, and diagrams; evaluating components, materials, and suppliers; resolving design integration issues; developing specifications and safety standards; performing installations.
  • Maintains project team accomplishments by communicating essential information; coordinating actions; obtaining expert input; reviewing open issues and action items; contributing information to team meetings and reports; escalating project completion impediments.
  • Maintains and improves quality results by completing quality assurance tests; following standards; studying, evaluating, and re-designing processes; implementing changes.
  • Keeps supplies ready by inventorying stock; placing orders; verifying receipt.
  • Prepares engineering reports by collecting, analysing, and summarizing data and trends; entering data and generating reports and presentations; performing calculations.

  • Internal: Other NRC departments, daily operational issues with Logistics, fleet and Finance.
  • External: UNHCR technical unit, Partners requesting maintenance works.

  • Five years’ experience working as a Project Officer/ Team Leader in a humanitarian context
  • Previous experience from working in complex and volatile contexts

  • Fluency in English, both written and verbal

  • Experience in management of general infrastructure maintenance.
  • Proven experience and knowledge in basic project management.
  • University Degree in engineering.
  • Five years’ continuous experience in managing a large team.
  • Ability to work under pressure in harsh environments.
