Program Officer II, Social Media Content Development – OPEN Program

FHI 360 designs and implements academic, professional, cultural, and youth exchange programs for students and emerging leaders around the world. The Online Professional English Network (OPEN) Program, funded by the U.S. Department of State Bureau of Educational and Cultural Affairs, Office of English Language Programs (OELP) offers online courses, webinars, virtual exchanges, an alumni Community of Practice (CoP) and social media content to English as a foreign language educators and other learners that build mutual understanding between peoples and share methodologies in English language learning and teaching.Are you looking to develop multimodal social media content for platforms reaching over five million global English language educators and learners as they continue their professional development? Essential Job Functions:

The Program Officer II reports to the Associate Project Director, Online Engagement Projects and collaborates with other OPEN staff members and the funder to create engaging and impactful social media content for a diverse global audience. In addition to developing accessible social media graphics, the Program Officer will create and edit videos, and other digital content to promoteEnglish language learning, American culture, TESOL practicesand the OPEN program through the American English at State and American English for Educators Facebook pages, the American English YouTube channel, and other platforms, as requested. The Program Officer will also support the development of social media content calendars and series, moderate digital content on social media platforms,and provide procurement-related support for social media related services.

Specific responsibilities:

Programmatic Management Support:

  • Supports project management by developing timelines and content calendars for social media platforms, coordinating tasks through completion.
  • Reviews procurement materials, including invoices, purchase order materials, and vendor information for accuracy prior to formal approval.
  • Leads assigned project tasks and oversees task completion:
  • Contributes to social media strategy and design efforts.
  • Supports the creation of program process graphics, digital badges, newsletters and other communication materials, as requested.
  • Develops diverse, engaging, 508-compliant social media graphics and accompanying post language to promote English language learning, international TESOL educator professional development, OPEN program components, American culture, and funder goals and priorities.
  • Creates and edits animated and live action videos related to the above topics for use on social media platforms, including the American English YouTube channel.
  • Moderates social media platforms, engaging with participant comments to drive engagement, answer questions, and provide language learning opportunities to page followers.
  • Participates in the social media quality control process by reviewing graphics for content and/or accessibility errors.
  • Performs research onsocial media practices, including graphic design, relevant trends, accessibility, etc.
  • Tracks trends and collects data to support social media related reporting efforts, synthesizing key data from multiple platforms.

Programmatic Administration:

  • Assists in ensuring document management sites are used appropriately to store and share social media materials internally and externally.
  • Liaises with funder to support the design for and/or supplies inputs for communication products, including the Office of English Language Programs What’s New weekly content update.

Business Development and Proposal Management Support:

  • Assists with proposals by supplying information for specific proposal sections related to social media, as requested.

Finance Support:

  • Supports administrative tasks related to social media vendors, services and consultants.
  • Liaises with vendors and facilitates communication with consultants related to task completion and planning.

Qualifications:

  • BAin Education, International Education, International Studies, Communications, digital Media, TESOL, Economic Development, Technology, or related field required. MA preferred.
  • 4+years of experiencesupporting projects and/or a technical practice area required, preferably with a full understanding of project management concepts and practices related tosocial media content development, TESOL, education, and/or communication products.
  • Experience working in a non-governmental organization (NGO) and/or experience with a USG international exchange, such as a Peace Corps volunteer, Fulbright English Teaching Assistant, or English Language Fellow or Specialist, etc. strongly preferred.
  • Demonstrated graphic design skills using standard graphic design tools, including Canva and Adobe Creative required.
  • Video creation and editing skills using Adobe Creative, or other video design tools strongly preferred.
  • Strong computer efficiency skills including use of word processing software, Microsoft Excel, SharePoint, Box and Google (docs, sheets, forms, etc.) and capability to learn new technology products.
  • Ability to prepare reports, process a large volume of data and provide information to management in a timely manner; must be diligent and accurate.
  • Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff; ability to read, write and speak fluent English.

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected US-based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $63,000 – $74,000

International hiring ranges will differ based on location.
