Caribbean Senior Administration Associate

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments.

GGGI’s Caribbean portfolio currently includes county programs in the Dominican Republic and Guyana as well a program supporting Eastern Caribbean states managed out of the OECS Commission in St. Lucia. All of GGGI’s Caribbean program provide embedded advisory support to member governments aimed at developing effective policies and strategic plans and mobilizing sustainable finance for implementation of priority plans and projects.

PURPOSE

The role of the Caribbean Senior Administrative Associate is to 1) maintain quality control of regional operations and finances; 2) provide operational support and direction for new and emerging projects and programs; 3) coordinate with internal and external stakeholders to improve existing processes, particularly with regard to program financial planning and management; 4) enhance the capacity of administrative and project management staff across the Caribbean region; 5) ensure the alignment of operational processes with needs and requirements of donors; 6) identify opportunities for improving portfolio management and project monitoring through GGGI’s project cycle management software as well as supporting platforms and tools 7) maintain regular communication with country, regional and headquarter teams to understand and identify emerging challenges and risk.

 

ENGAGEMENT
  • Informs and trains Administrative Associates and Assistants in country offices in operational processes, including through identifying opportunities for standardization and process improvement
  • Communicates regularly with country teams, regional team, and GGGI headquarter teams to align regional operations and integrate new processes and requirements that enhance project management and delivery
  • Guides and supports country teams to integrate operational considerations into resource mobilization proposals
  • Collaborates with country teams to understand their specific needs and requirements, and guide them in standardizing operational processes
  • Collaborates with country teams for strategic program development from an operations perspective in line with GGGI’s Strategic Plan 2030 and LAC Regional Strategy 2021-2025
DELIVERY
  • Develops robust processes for managing and tracking budget execution plans and schedules in line with yearly work programs and donor funded projects
  • Leads efforts to increase capacity across operational functions and GGGI’s Internal systems and processes
  • Serves as the Caribbean focal point for operational and administrative processes, both internally and externally
  • Enhances the use of GGGI corporate systems in the region including ERP, E-Recruitment, GGGI e-Green Procurement Portal, GGGI Online, Saba Talent Space, and CRM/Salesforce
  • Supports the monitoring of performance of country programs to champion efficient and timely delivery and enhance project management
  • Supports the reporting of project finances/ budget execution to donors and internal management
  • Contribute to corporate and regional strategy development including organizational and regional strategy, roadmaps, and work program and budget
  • Proactively identifies project and portfolio operational risks as well as opportunities to underpin forward-looking management reporting and corrective mitigation/exploitation actions at county and regional level

 

REQUIREMENTS
QUALIFICATIONS
  • Bachelor’s degree in administration, economics, finance, public administration, management, environmental management, engineering, or any discipline related to the assignment.
  • Academic or professional background in carrying out quantitative analyses (e.g. in the context of budgeting, financial forecasting, project implementation monitoring, etc.)
  • At least five years of professional experience in the above fields.
  • Knowledge and experience of working with government officials and development partners in the Caribbean region
  • English fluency and communication (speaking, writing and presentation) skills, including publication of written material and ability to produce high-quality visual aids
  • Working fluency in other languages, particularly French and / or Spanish would be an asset
  • Working experience with international or technical assistance organizations that deliver donor funded projects
FUNCTIONAL
  • Substantive experience in financial planning and management
  • Experience in procurement, and improving operational processes
  • Experience with donor reporting and enhancing operations to meet donor requirements
  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds
  • Proven project delivery experience, i.e. administering the delivery of results within budget and on time, standardizing processes, working with a team

WORKING CONDITIONS

  • The Senoir Associate is an X7 grade level in GGGI’s National salary scale. For the X7 National salary scale, the annual base salary starts from USD 35,732. Determination of base salary is subject to the candidate’s experience, academic background and internal equity.
  • GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
