The UNDP in Kazakhstan is advancing the nation’s development through the priorities established in the Country Programme Document 2021-2025 (CPD). These priorities include: 1) addressing social vulnerabilities and inequalities, 2) enhancing effective and accountable institutions, 3) promoting climate and disaster resilience along with low-carbon growth, and 4) fostering diversified and knowledge-based economic growth. The CPD is executed by the UNDP Country Office (CO) in Kazakhstan, which is primarily based in Astana, with a smaller presence in Almaty and other project-specific locations.
Duties and Responsibilities
Planning and implementing projects’ related activities:
- Conduct field visits to the projects’ sites;
- Provide thorough analysis and specific technical assistance and recommendations for project(-s) implementation;
- Contribute to the development of the technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project(-s) and specified by the Programme including minimum qualification requirements;
- Ensure clear guidance on the required documentation for the specific tender;
- Ensure expert verification of the technical documentation (existing and future layout, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for specific projects in compliance with the local respective legislation;
- Ensure quality assurance of the technical drawings, specifications and Bill of Quantities;
- Participate and provide evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment in compliance with UNDP rules and regulations;
- Ensure proper analysis of the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company;
- Monitor and supervise the construction works including the number of field/on-site visits;
- Ensure the proper maintenance of technical documentation on construction site in accordance with relevant national laws and standards and contract for works;
- Ensure proper sign-off the final handover documentation;
- Provide the project(-s) progress reports, monitoring and proposals on the project(-s) implementation; Support partnership with all the relevant stake holders;
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangements:
Under the overall guidance of the Programme Head and direct supervision of the respective Project Manager, the Civil Engineer will closely cooperate with relevant UNDP programme and projects, operational units.

Required Skills and Experience
Education:
- Advanced university degree (Master’s degree or equivalent) in Civil Engineering, Architecture or other relevant field is required.
- A fist-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience;
- Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in the field of civil engineering or architecture, including the supervision and/or preparation of technical documentation;
- Experience in the use of computers and office (MS Word, Excel, etc.) and relevant technical software packages and web-based management systems such as database packages is required.
Desired Skills:
- Experience in supervising medium to large-scale construction works, especially ones related to medical facilities and infrastructure is an asset;
- Excellent and proven experience in dealing with contractors and local partners is an asset;
- Experience within the area of preparation, implementation and monitoring of (re)construction projects; methodological and calculation skills is an asset;
- An advanced university degree (Master’s degree) with two years of relevant experience is desired.
Languages:
- Fluency in Russian is required.
- Knowledge of Kazakh and English is a strong asset.
Professional Certificates:
- Professional certificate(s) in civil engineering and/or architecture is an asset.
