JOB DESCRIPTION

Result of Service
DELIVERABLES The consultant shall, under the supervision of the ESCWA SP Team and in close collaboration and coordination with MoSS and SFSD, while adhering to the agreed timeline, (1) support the drafting of a presidential decree, aiming to institutionalize the Bab Amal project as a government programme under MoSS (not exceeding 2 months after contract signing); (2) define the institutional structures and resources required to successfully and sustainably integrate the Bab Amal project into MoSS (4 months after contract signing); (3) develop – as a flexible working document – a milestone timetabled integration plan that includes amongst others the legal steps for the integration of Bab Amal under MoSS structures and operations (1 months after contract signing); (4) develop a draft Manual (or SOPs as required) to be followed by MoSS to operate Bab Amal under MoSS structures and procedures. The above-mentioned deliverables are considered to be subject to change should the key stakeholders (MoSS, ESCWA, and SFSD) agree to do so.

Duties and Responsibilities
The objective of the assignment is to prepare and ensure the operational integration of a successful external (i.e. NGO-implemented) pilot test into MoSS operational structures in view of sustainably and effectively scaling up the Bab Amal approach for enrolment of additional TKP beneficiaries (up to 100,000 HH). The consultant is expected to ensure the following: a) Support MoSS in the drafting of a ministerial decree, aiming to institutionalize the Bab Amal project as a government programme operated and steered by MoSS; b) Define the institutional structures, procedures (see also point 2) below) and resources required to successfully and sustainably integrate the Bab Amal project into MoSS; c) Develop a milestone timetabled integration plan that includes amongst others the legal steps for the integration of Bab Amal under MoSS structures and operations. d) Develop a draft Manual – and standard operation procedures if required – to be followed by MoSS to operate Bab Amal under MoSS structures and procedures. e) Develop/organize meetings with key national stakeholders – within and beyond MoSS – aiming to arrange for the integration of Bab Amal into official government structures and procedures, f) Provide relevant MoSS teams with hands-on support to implement the agreed-upon integration plan, g) Undertake other tasks/activities necessary for a successful outcome. h) Liaise with the Sawiris Foundation, MoSS, and ESCWA social protection team to ensure regular communication and coordinated implementation.
Qualifications/special skills
At least a first-level degree in management, business administration, political science, sociology, social sciences, economics, or other related academic background is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of proven experience of working with social protection and related matters is required. Other relevant experience, relating, for instance, to social assistance and graduation, and organizing consultative processes involving ministries and other stakeholders, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
