The consultant will report to the Africa, CIS and West Asia Manager, in close cooperation with the CTCN Director and its team. Objective 1: Strengthen capacities of National Designated Entities of the CTCN in Africa and other stakeholders on climate adaptation (and mitigation) technologies, including community-based technological solutions in communities at risk of conflict due to climate change impacts. Outputs: – Draft materials and guidance documents for all ongoing programmes; – Support regional capacity building events through the provision of technical input. Objective 2: Ensure effective implementation of regional collaborative activities and additional partnership opportunities. Outputs: – Identify potential partners with experience in Africa in Climate Adaptaption, including in countries with risks of conflict due to Climate Change Impact. – Contribute to strengthen the relationship of CTCN with key partners: focal point (NDE), consortium partners and network members; – Contribute to strengthen the relationship of CTCN with key donors (GCF, AF, EC and others) – Contribute to the database of partners and their mitigation- or adaptation related activities in those countries in Africa with active Technical Assistance; – Draft concept notes on collaboration between the CTCN and other stakeholders (universities, private sector, etc.); – Review PCAs between the CTCN and Consortium Partners. Objective 3: Ensure sound coordination and high quality of responses delivered by the CTCN in Africa Outputs: – Review technical assistance related requests submitted by countries to the CTCN and provide recommendations on request eligibility, refinement and response development; – Review the work of Response Expert Team in charge of developing response plan and provide technical input as needed ; – Review the work of the Implementation Team and ensure compliance with work plan timelines and deliverable schedules for TAs; – Review and provide recommendations on the quality of deliverables, including completion reports. – Review and provide annual reporting related to the implementation of the signed programmes to all respective donors. Objective 4: Support global processes related to the provision of Technical Assistance Outputs: – Provide recommendations on input into global climate products including within the scope of the UNFCCC processes. – Provide recommendations on the impact of climate change on peace and security in coutries at risk of conflict because of the impacts of Climate Change. The performance will be measured through analyzing the quality of documents produced, the respect of deadlines and the success of activities supported by the consultant. Objective 5: Develop and implement proposals and programmes with the main donors Outputs: Concept ideas for GCF proposals conceptualized Draft GCF Readiness proposals finalized and submitted Comments from the GCF Secretariat addressed Interim progress reports submitted, and implementation followed. Proposals to the GEF finalized and submitted. Objective 6 : Support management of the programmes under the Adaptation Fund. This includes the AFCIA 1, AFCIA II and AFCIA II Coordination Services Programmes for a value of more than 15 million USD. Outputs: All necessary actions in order to close AFCIA 1, launch AFCIA II, and get approval of the AFCIA Coordination Services Proposal (kick off the programme when signed). All the outputs and activities defined under each of these 3 programmes are implemented as defined in the respective contracts. SRIF assessments are prepared and approved by UNEP SRIF Unit. Timely reporting to AF is provided. Concept Notes, and proposals to the Adaptation Fund drafted and submitted and comments addressed until approval. Objective 7 : Support management of the programmes funded by the European Commission. This includes the Climate Change and Security Programme as well as the Innovative and Transformative Technologies Programme for a value of 5 million USD. Outputs: Formulating the programme, selecting the projects, ensuring the programme implementation and reporting from launch to closure. Undertaking SRIF assessments when needed. Timely reporting to EC is provided. Objective 8 : Support TAs on the Climate Change and Security and Water Energy Food Nexus. Outputs: Participating in the discussions with the countries from LAC and Africa Region for all projects related to the nexus Climate Change and Security as well as Water- Energy- Food nexus, review draft Response Plans, ensure the supervision of the implementation and reporting of the TAs. Objective 9 : Supervise the creation of CTCN Annual Work Programme in Latin America and Caribbean (LAC Region). Outputs: Undertake all requested actions to ensure that the Latin America and Caribbean region is adequately represented under CTCN Annual Plans, and that the region benefits from a balanced support of the CTCN. Objective 10: Provide inputs for CTCN Advisory Boards Outputs: Programmes achievements are shared with the AB Members during the AB meetings. Presentations are drafted and finalized. Support to the reports drafted and submitted to the AB Members is provided.

Duties and Responsibilities
UNEP, as the lead of a consortium of 13 partner organizations, has been selected as the host for the operational arm of the UNFCCC Technology Mechanism: the Climate Technology Centre and Network (CTCN). The mission of the CTCN is to stimulate technology cooperation and to enhance the development and transfer of climate technologies to developing countries. The CTCN assists developing country Parties at their request, building or strengthening their capacity to prepare and implement climate technology projects that span the technology transfer continuum. The CTCN supports public and private sector action on mitigation and adaptation, enhancing low-carbon and climate-resilient development in a manner consistent with the capabilities and priorities of recipient countries. In this position, the consultant will provide services for the operationalization of the Climate Technology Centre and Network (CTCN), and will work in close coordination with the CTCN Director, the regional managers, as well as the Financial Officer, to implement CTCN programmes and their respective projects according to the requirements of the donors such as the Adaptation Fund, the Green Climate Fund, the Global Environment Facility as well as other institutions such as the European Commission, the European Union, DANIDA and others if relevant. In particular, she/he will support: – The design, selection, benchmark, and piloting of conflict sensitive, community-based technological solutions in communities at risk of conflict due to climate change impacts – Capacity building, knowledge management, and communication activities on climate technologies; – Mitigation and adaptation technical assistance request generation and refinement; – CTCN Response Plan development and review (project documents) in collaboration with client countries and sector experts; – Consortium Partner and Network Member engagement for delivery of CTCN technical assistance, including monitoring and evaluation; – Input into global knowledge products including within the scope of the UNFCCC processes; – Outreach to new client countries and network members including through the request incubator and vision to concept programmes. – Resource Mobilization through GCF and GEF, the Adaptation Fund, the European Commission and any other donors. – Develop, implement, monitor and evaluate CTCN assigned programmes /projects according to the budget, timeline and expectations defined by the donors; – Supervise the creation of CTCN Annual Work Programme in Latin America and Caribbean (LAC Region) through the organization of bilateral with the NDEs to gather the needs of the countries, brainstorm with the countries on the best technologies that could be tested, cooperate with the countries in formulating eligible requests, draft the respective Response Plans in coordination with the NDE and Project Proponents until signature of the project. The consultant will contribute to the following deliverables: – Materials needed for Regional Forum to be conducted throughout 2025-2026 are drafted and finalized; – Materials needed for CTCN AB are drafted and finalized. – Recommendations on potential mitigation and adaptation requests are prepared; – Technical review and recommendations on the design of CTCN response plans (project documents) are prepared; – Review and quality assurance of deliverable reports provided by CTCN implementers is undertaken; – Review and quality assurance of Monitoring & Evaluation reports is undertaken; – The database of partners and their climate activities is updated. – GCF Readiness proposals are finalised – CTCN programmes are implemented, monitored, reported as timely defined by each donor, and comments are addressed. – A portfolio of Technical Assistances for the LAC Region is built, respective response plans are signed by the NDE, the CTCN and the Project Proponents.
Qualifications/special skills
Education: Advanced university degree (Master’s degree or equivalent) in environmental science, international development, international public policy or related area and seven years of experience or Bachelor’s and 9 years of experience. Work Experience – A minimum of twelve (12) years of experience in the field of climate change; – A minimum of four (4) years of experience at an international level and preferably within the UN system is desirable. – Working experience in resource mobilization is an asset. – Experience of working with International Organizations is an asset; – Experience working in Africa is an asset; – Experience working with LAC region is an asset; – Understanding and experience with UN Programmes, their development and implementation activities is an asset. Key Competences – Good understanding of the issue of climate change, good knowledge of climate change adaptation related issues is an asset; – Good written and oral communication skills; – Ability to synthesize information in a clear and well-structured manner; – Ability to work under pressure and to meet tight deadlines; – Ability to plan, prioritize and deliver tasks effectively and on time; – Record of working harmoniously in teams.
Languages
Strong communication and writing skills in English are required. Knowledge of French or other UN language is highly desirable.
