Context

The United Nations Assistance Mission in Afghanistan was established in 2002 as a political Peace Keeping mission, directed and supported by the United Nations Department of Peacekeeping Missions – DPKO. The Security Administration and Support Unit ensures the smooth functioning of all administrative and logistical processes essential to the Security Section’s operations. It supports the procurement, management, and distribution of security assets, coordinates financial and budget-related activities, and facilitates the timely delivery of security services. The unit also assists with staff check-ins and check-outs, ensuring equipment is issued and accounted for properly. Through effective record-keeping, reporting, and coordination with finance and procurement units, the Security Administration and Support Unit helps maintain operational readiness, enabling the Security Section to respond efficiently to mission needs and challenges.

Task Description

Under the overall supervision of the Principal Security Adviser (PSA) and the general management of the Deputy PSA, the Local Security Assistant will be assigned at the Security Administration and Support and will report to the Supervisor of the Unit. Under the direct supervision of DCSO, National UN Volunteer will undertake the following tasks:  Requisitions and Procurement Support: Assist in preparing requisitions and Shopping Carts, ensuring alignment with budgets, product specifications, and submission to Procurement and Finance units.  Financial Tracking and Reporting: Compile expenditure data, identify variances, and assist with financial reports based on Budget & Finance Unit input.  Fund Obligations and Commitments: Help process fund obligations and commitments for security services, tracking allocated funds and updating records in Umoja.  Payment and Cost Recovery Assistance: Coordinate with KJSO Finance on payment approvals and assist with cost recovery documentation under MOUs.  LVPOs and Service Certification Support: Assist in preparing Low-Value Purchase Orders, Service Entry Sheets, and certification reports for goods and services.  Vendor and Contract Documentation: Help organize technical evaluations, memos, and performance reports for procurement and contract management.  Audit and Document Management: Maintain accurate records, shared drive updates, and assist in preparing documents for audits and management reviews.  Performs any other functions as may be assigned by the Supervisor

Living conditions and remarks

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included ) and final repatriation (if applicable). Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided.
