Assistant Programme Manager (Internal#254/2024)

icddr,b is a Bangladesh-based international health research institute that strives to solve key public health problems through high-quality scientific research and innovation. icddr,b as a values-based organization encourages women and people with disabilities.

The Programme for HIV and AIDS under the Health System and Population Studies Division at icddr,b provides good quality HIV prevention services to vulnerable populations at risk of HIV infection. This has been made possible by working with the Government of Bangladesh (GoB), AIDS and STD programme, donors, NGOs and CBOs. Implementing PrEP (pre-exposure prophylaxis) and Chemsex intervention for preventing HIV among sexual and gender diverse (MSM and transgender) population in Bangladesh is another new intervention under the programme. This position will be responsible for different HIV intervention including PrEP/PEP and Chemsex.

Key responsibilities:

The Assistant Program Manager will report to the Principal Investigator (PI) of the project and will be responsible for planning, organizing, supervising and implementing the project activities to achieve the project goals and objectives following the project protocols and maintaining the organizational values and guidelines. Based at Dhaka, the position holder will require frequent travel to the field sites outside different districts of Bangladesh.

He/She will be responsible to-

  • Derive periodical work plans based on the project proposal and review the work plans periodically to make necessary changes based on field experiences to create a road map for achieving the overall project objectives and within the prescribed timeline in an effective and efficient manner;
  • Co-ordinate, monitor and assist the project team members in selection and enrollment process of project participants/PrEP/PEP clients ;
  • Assist the HIV counselling officer to conduct group counseling/psycho education sessions to maintain adherence of PrEP clients., Support team to prepare implementation plans of PrEP/PEP & Chemsex intervention and review consolidated plan;
  • Enroll the interested project participants into PrEP/PEP/Chemsex intervention, monitor their adherence into treatment
  • Assist the project team in the procurement and distribution process of different materials for economic empowerment of the project participants through close coordination with the finance department and procurement and supply chain management department of icddr,b;
  • Capacity enhancement and sensitization of the GoB healthcare service providers regarding the specialized need of this marginalized population as well as importance to provide health services in a non-judgmental way;
  • Plan, arrange and conduct advocacy and sensitization meeting with the relevant GoB stakeholders, local and national influential persons from various disciplines;
  • Maintain close liaison with community leaders and local stakeholders;
  • Develop BCC materials, policy brief, newsletter, and other concept notes and training modules of project-related events and prepare event reports;
  • Preparing project monthly and quarterly progress reports as well as disseminate and present the project related data to donor as well as present at different forums as per guidance of PI of the project;
  • Conduct monitoring visits and review the performance of on-site field staff members Prepare manuscripts /research reports/ M&E visit reports;
  • Capacitate, collaborate and coordinate with the partner CBO;
  • Resolve any queries in order to develop knowledge and research to enhance the relevance of the project;

Required qualifications and experience:

  • MBBS. MBBS with MPH will get preference.
  • At least 5 years of work experience in the public health arena. Minimum of 3 years experiences of working with key populations at risk of HIV preferably with sexual minority people will be preferable.

Location: Dhaka

Contract Type and Duration:

  • Fixed Term; duration will be 1 year with a possibility of extension subject to performance.

Salary & benefits:

  • Annual Tk. 15,31,970/- inclusive of house rent, conveyance, and other admissible benefits;
  • 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance, and subsidized canteen. Transport and daycare facilities are subject to space availability.
