Consultant for Evaluation of the Impact of the Big Catch-Up Campaign

2. Purpose of consultancy:

The purpose of the consultancy is to develop a tool to monitor/evaluate the effective implementation of 4 rounds of the Big Catch-Up in Somalia. The evaluation aims to assess the effectiveness, coverage, and outcomes of these vaccination initiatives.

3. Background:

Somalia is one of the most fragile states in Africa, and despite some improvements realized in the past few years, the country continues to experience insecurity caused by armed conflict and natural disasters. In response to a significant decline in vaccination coverage due to various challenges, including the COVID-19 pandemic, the Big Catch-Up initiative was launched to restore immunization rates among children. This evaluation will provide insights into the BCU effectiveness, barriers to vaccine uptake, and overall impact on child health in the region.

4. Deliverables

Output 1: Monitor/evaluate the effective implementation of 4 rounds of the Big Catch-Up in Somalia.
 
Deliverable 1.1: Conduct a desk review of existing data and reports related to the Big Catch-Up
Deliverable 1.2: Develop an evaluation framework, including key indicators and methodologies and tools for data collection. The programme will support the deployment of data collectors where needed.
Deliverable 1.3: Conduct field visits to assess performance and barriers to improving vaccine vaccination using tools and methodologies developed by the consultant. 
Deliverable 1.4: Analyze collected data and assess the impact of the Big Catch-Up campaign
Deliverable 1.5: Submit a final evaluation report with recommendations for future vaccination campaigns and strategies.

5. Qualifications, experience, skills and languages

Educational Qualifications:

Essential –Master’s degree or above in Medicine / Public Health/Epidemiology
Desirable – Training in EPI, biostatistics, epidemiology

Experience

Essential: At least 7 to 10 years of experience in public health program evaluation, particularly in immunization programmes.
Desirable: Previous experience in evaluating vaccination campaigns and research is highly desirable.

Skills/Knowledge:

–    Strong understanding of immunization programs and public health evaluation methodologies.
–    Familiarity with the country context and health system.
–    Proficiency in data analysis and interpretation.
–    Excellent writing and communication skills.
–    Working knowledge in computer software spread sheet, data analysis skill and MS Office is required

Languages and level required (Basic/Intermediate/Expert):

Essential: Expert in English Language 

Advertisement

Desirable: Intermediate knowledge of another UN language is added advantage. 

6. Location

On site: Most of the time consultant will work from Mogadishu with frequent travels to Federal Members States 

7. Travel

The Consultant is expected to travel inside Somalia as and when needed for better coordination of the assigned tasks and functions. In the event of travel is required; country office travel unit will raise TR.  

8. Remuneration and budget (travel costs are excluded):

a.    Remuneration: Payband level – Remuneration currency – Payband range
Band level B, USD.9,980 per month

b.    Living expenses (A living expense is payable to on-site consultants who are internationally recruited): currency and rate : Living expenses will be determined through TR raised by travel unit in Somalia Country Office. 

c.    Expected duration of contract (Maximum contract duration is 11 months per calendar year):   6 Months
