Duties and Responsibilities
I. Background The Prime Minister’s Office, National Drug Secretariat, has sought the assistance of the United Nations Resident Coordinator Office (UNRCO) to procure the services of a Graphic Designer for the design and the layout of the following national framework on behalf of Government of Mauritius: (i) National Drug Control Masterplan 2024 – 2028; The Republic of Mauritius has embarked on developing the National Drug Control Master Plan (NDCMP) for the period 2024–2028, building upon the foundation laid by the previous NDCMP for 2019–2023. This new master plan aims to comprehensively address the multifaceted challenges posed by drug trafficking and drug use in Mauritius. It is guided by commitments to inclusivity, human rights, and gender responsiveness, ensuring that the needs of all segments of society, particularly marginalised groups, are adequately addressed. II. Scope of Work Duties and Responsibilities The United Nations Resident Coordinator Office (UNRCO) is seeking graphic design services on behalf of the Government of Mauritius to enhance the quality and readability of one major communications materials, in print and online versions – National Drug Control Masterplan 2024 – 2028 (up to 60 pages in total or 30 double sided) by 20 December 2024 He/She will report to the UNRCO Data Management Officer, Varaluxmee Permall Mootoocurpen, and the Communications officer, will have oversight on the overall project to ensure completion as per agreed guidelines and within set timeframe, before effecting payment. The consultant will work closely with the National Drug Secretariat Coordinator and the team at the aforesaid Ministry. The consultant is responsible for ensuring all products are in full compliance with agreed standards, branding and style guide. The consultant will: • Design, layout and format publications – print, for website – taking into account relevant branding guidelines, and branding requirements of the Government of Mauritius, as needed. • Design and create illustration, artwork, maps, tables, charts and other graphic elements for the reports. • Edit and utilize infographics using supplied data to present core messages and organize complex information into visual representations. • Utilize their own photograph bank, the UN and Government photograph banks within the design to visually engage the reader. • Design and create associated social media visuals and cards to be used to support and promote the publication of the reports. • Ensure that the final output(s) for the communication product will be the final web-ready and print-ready version and collaborate in ensuring smooth printing processes. For each agreed communication product assigned the contractor will: • Design and layout the assigned communication product. • Submit the preliminary layouts for discussion with Government and UNRCO. • Revise the selected layout as discussed with Government and UNRCO. • Submit a draft of document / social media cards to Government and UNRCO for review (up to 5 rounds of corrections to be covered for each output under the agreement). • Ensure all corrections have been inserted into the documents and videos. • Make final corrections to electronic files. • Obtain a final sign off from Government and UNRCO before submitting electronic files to the printer. • Prepare the electronic files of document for the printer. • Create PDF from final electronic file for Government web posting.
Qualifications/special skills
First level degree in communications, journalism, international relations, fine arts, graphic design or related fields is required. Years of experience will be reduced by two years for candidates who possess a Master’s degree. Minimum of 3 years of combined and relevant experience in graphic design, in communications for development organisations, including experience in the preparation of publications, infographics are required. It is required to have a strong portfolio of work showcasing design skills, including typography, layout, color theory, etc. (as demonstrated by samples submitted with application). Experience in working with different types of design software and in sourcing photos is a strong asset are desirable. Previous work experience with the UN System on communications is an asset. It is desirable that the candidate should hold a license for all the software being used and has access to functional hardware to deliver on the tasks to be allocated.
