WFP offers a competitive compensation package including salary for SC4 starting from USD 9,557.52 per annum, 30 days of annual leave balance plus medical insurance and other benefits you may be entitled to.
The purpose of the assignment is to enhance the impact of WFP operations it is imperative to ensure the right person receives the intended benefit, at the right time, in the best way. With simultaneous ongoing crises in the region and globally affecting Tajikistan, and to maintain WFP’s leading role in supporting the Government of Tajikistan in emergency response, the focus of this post will be the field monitoring of all WFP activities, inclusive of school feeding programme, nutrition, resilience and livelihoods building activities designed for communities to build back better in response to shocks. While the portfolio will include other interventions, the priority focus will be on responses designed to mitigate socioeconomic effects of the global food crisis.
The position will report directly to the Head of Field Office, and closely interact with the M&E team in the country office.
KEY ACCOUNTABILITIES:
• Assist in preparation and tracking of monitoring/field visit plans ensuring that the corporate monitoring guidance and minimum requirements are met.
• Conduct field monitoring missions and collect data on implementation of WFP activities utilizing corporate tool for data collection (MODA).
• Conduct monitoring of beneficiary selection, verification and registration and project selection process at the community level
• Report progress and issues to supervisors for their information, reflections, and actions.
• Collaborate closely with WFP implementing partners to collect and consolidate data on main (food/cash distributed, beneficiaries reached) and other outputs created through WFP operations; ensure regular reporting in corporate system for output monitoring (COMET).
• Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
• Maintain information records and distribution/monitoring documentation, such as, distribution reports, updated project sites list, records of commodity movements and programme checklists, in order to assist in the effective delivery of project activities.
• Ensure all implementation reflects cross-cutting efforts and views, such as nutrition-sensitivity, gender and diversity inclusion, protection, and accountability to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities.
• Act as a point of contact for resolution of M&E related queries requesting assistance, as well as for outsourced monitoring activities where necessary.
• Regularly communicate with the Country Office (CO) Monitoring and Evaluation (M&E) team to provide updates on identified risks related monitoring of WFP activities, along with recommendations to address these risks effectively. Contribute to development/improvement of monitoring processes and tools as per the operational needs of WFP programs.
• Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
• Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
• Minimum 4 years of relevant experience in monitoring active project sites applying mixed approaches (e.g., beneficiary contact monitoring, key informant interviews, group discussions, observation, etc.). collecting primary observational and structured data through various quantitative and qualitative monitoring techniques and basic data analysis
• Experience collecting primary observational and structured data through various quantitative and qualitative monitoring techniques and basic data analysis. A focus on community-based programmes will be an asset.
• Experience working with various communities, including in mountainous and remote regions.
• Working knowledge of monitoring systems and standards
• Ability to plan and organize work, resourcefulness, initiative, and problem-solving skills.
• Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook, Publisher, etc.).
• Sound analytical skills and ability to reports.
Knowledge & Skills:
• Good interpersonal skills, sound judgement, ability to extract, interpret, analyse, and resolve operational problems.
• Ability to work with minimum supervision, strong troubleshooting, and communication skills.
• Ability to interpret and analyse a wide variety of programme issues and statistical information for further production of accurate and precise records.
• Ability to work hard and effectively in emergency situations and under the pressure; strong organizational skills to keep and implement several tasks as per identified priorities.
• Knowledge of food security programming and multistakeholder processes.
• Experience with community-based participatory planning approaches
Languages:
Required fluency (level C) in oral and written English and Tajik or Russian.
Fluency in other local languages, as relevant to the field office, is an advantage
Travel Requirements:
• Will travel extensively and regularly throughout the region to remote and sometimes difficult to reach project locations with potentially minimal services.
• Will travel at times to other areas of the country (such as Dushanbe) in the event of meetings or workshops.
