Position Overview 

The Pan American Development Foundation is recruiting a Senior Program Associate for its headquarters office in Washington D.C. to assist in the implementation of a portfolio of projects in the thematic area of Migration.

Reporting to the Program Manager, the Senior Program Associate will be required to support various tasks and assignments, including day-to-day project management duties, budget management, monitoring, evaluation, and learning, communication and outreach, proposal development, and other assigned tasks. The Senior Program Associate will work closely with the Program Manager and the rest of the projects’ teams to support day-to-day implementation of activities and provide technical input to participant organizations.

Essential Duties and Responsibilities 

Program Management:

  • Support the delivery of a complex/challenging project (and/or multiple projects), all program management efforts, including report writing and budget tracking of program activities and outputs, with guidance.
  • Monitor and report on progress against project deliverables and outputs.
  • Assist with the review and analysis of documents and information received from partners and/or field teams.
  • Document and draft new methodology, process, procedures and guidelines.
  • Assist in the tracking of sub-partners’ performance, providing feedback, guidance and assistance as needed to ensure successful program implementation.
  • Support the maintenance of accurate business data on PADF databases and systems, following internal PADF program administrative procedures.

Finance:

  • Prepare and process payments.
  • Apply project cost management techniques to work planning, budgeting and the monitoring of expenditures.

Communications and Compliance:

  • Liaise with other programs, finance, and administrative teams within the organization and contribute to the organization’s overall inter-departmental effectiveness.
  • Support communications efforts for projects and for institutional visibility, including creating content, supporting the development of communications plans, and proactively identifying opportunities to raise PADF’s profile in the various regions.

Documentation and Support:

  • Assist in ensuring that all program documentation is current and complete.
  • Support projects as needed with correspondence, research, news monitoring, and other tasks as assigned.
  • Support proposal development processes as needed.
  • Travel to projects in Latin America and the Caribbean as required.

Qualifications 

Required 

  • Bachelor’s degree in international relations, political science, public policy, economics, or a related field.
  • Two to three (2-3) years of work experience in international development, migration, disaster management, democracy and human rights, or related field.
  • Program management and implementation experience, including grant coordination with other organizations, budgeting/financial management, monitoring, and evaluation.
  • Knowledge of U.S. Government and other donor funding and familiarity with regulations applicable to Cooperative Agreements.
  • Superior oral and written communication skills in both English and Spanish.
  • Exceptional writing skills to effectively prepare clear and concise reports, strategies, and/or proposals.
  • Proficiency in Microsoft Office.

Desirable 

  • Experience working with donors, such as PRM or UNHCR.
  • Experience contributing to project proposals.
  • Experience in working with local communities, civil society partners, and government officials is highly desired.
  • Portuguese and/or French is a plus.
  • Knowledge and proficiency in systems like PowerBI, SharePoint, and Unit4 or similar software.

Salary Range: $60,000 – 66,000.

A candidate’s salary is determined by multiple factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, and internal organizational equity.
