POSITION TITLE: Assistant Technical Officer-Machine Learning

REPORTS TO: Technical Advisor-Machine Learning

LOCATION: Akwa-Ibom State (Uyo, Ikot Ekpene & Eket LGAs )

PROJECT SUMMARY

Family Health International (FHI 360) with funding from USAID/Development Innovation Ventures (DIV) is implementing the Machine Learning Project to evaluate the impact of machine learning and person-centered interventions in reducing treatment interruption (IIT) and improving overall health outcomes among PLHIV newly initiated on ART in Akwa Ibom and Cross River states.

Antiretroviral therapy (ART) for HIV treatment has transformed HIV from a fatal illness to a lifelong chronic disease. While long term adherence to ART leads to decreased morbidity and mortality and reduces the risk of viral transmission, these benefits can only be achieved if patients remain on treatment. Available data shows that Persons Living with HIV(PLHIV) face many barriers to accessing and remaining in care and treatment which has led to a substantial proportion of patients either totally interrupting or cycle in and out of treatment.

The ML project therefore aims to bridge this evidence gap by generating evidence on the impact of ML-informed person-centered care intervention on reducing interruption in treatment (IIT), integrate ML into existing data management system (LAMISPlus), and provide intervention to clients identified at high risk of interrupting treatment.

Duties and responsibilities:

  • Ensure the adequate use of the screening tool; proper documentation and filing for audit purposes.
  • Ensure the right person-centered intervention is given to the high-risk clients.
  • Ensure all data is entered into the LAMISPlus by the facility data entry clerks (DEC) from the RADET
  • Visit each facility in their senatorial districts at least once weekly. A timetable for the visitation will be worked out by the country lead.
  • Ensure screening tool is not used in the non-intervention facilities. Visit non-intervention sites at least Biweekly or as decided by the country lead.
  • Confirm stock availability of the screening tool during each visit and report to the country lead for further action.
  • Provide onsite mentoring and capacity building to adherence case managers and HCW on use of the tools.
  • Liaise with facility data entry clerks (DECs) and pharmacists at facilities in the cluster/senatorial districts to generate line list of defaulters and missed appointments clients and share with adherence case managers for follow up
  • Coordinate the case managers to organize patient tracking and home visits for IIT clients at facilities in the clusters/senatorial districts
  • Work with the case managers to refer clients to access both intra and inter facility patient-centered interventions using the referral SOP guidelines
  • Travel to facilities on a regular bases
  • Carry out any other duty as will be assigned to them.

  • Strong written and verbal communication and organizational skills.
  • Exceptional attention to detail and follow-through.
  • Strong computer literacy including proficiency in MS Office Suite and MS Excel.
  • Effective time management skills.
  • Ability to organize tasks set priorities in a fast-paced environment and work independently with minimal supervision.
  • Excellent ability to collaborate across departments and disciplines.
  • Ability to handle multiple tasks simultaneously, effectively, and efficiently with precision.
  • Ability to adapt to changes responsibilities and workloads.
  • Must be professional, possess a high degree of urgency and self-motivation, and have a strong work ethic.
  • Must possess a high degree of integrity and ability to maintain confidentiality with FHI360 and other relevant country-specific confidentiality/protection of privacy and personal information guidelines, patient matters, and other confidential information.

Qualifications and Requirements:

  • Bachelor’s degree or its equivalent, preferably in health-related sciences or life science with 1-3 years of relevant work experience is required.
  • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.
  • Experience in monitoring and evaluation in the collection, use and interpretation of HIV data.
  • Ability to understand and interpret HIV indicators.

Typical Physical Demand

  • Typical Health facility environment in Nigeria.
  • Ability to sit and stand for extended periods.
  • Staff MUST reside at the senatorial district/Cluster of coverage location
