About this position:

We are looking for an innovative, experienced, and knowledgeable Monitoring Evaluation and Learning (MEL) Consultant. As MEL Consultant, you will provide expert services and technical support to The Bahamas Protected Areas Fund (BPAF) for the analysis, development, and integration of one or more MEL frameworks in the organization’s operational and governance structures and provide capacity support for its implementation.

The Inter-American Development Bank is providing support to The Bahamas for the achievement of its policy ambition for expansion of its systems of protected areas with specific focus on Marine Protected Areas (MPAs). Specific technical assistance is being provided to key government agencies and strategic conservation organizations to conduct capacity assessments and development of suitable actions plans for institutional strengthening and greater effectiveness and efficiency for conservation and management of protected areas. To this end, support is being provided for the implementation of BPAF Action Plan. The Bahamas Protected Areas Fund was enacted in 2014 as National Conservation Trust Fund to ensure sustainable financing for scientific and policy research, education, conservation, and management of protected areas, and to provide grant financing to government departments and conservation organizations for implementation of protected areas management plans and conservation activities.

You will work for the Climate Change Division (“CSD/CCS”), which is part of the Climate Change and Sustainability Sector (“CSD”). This team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. In addition, CSD carries out relevant sector research, analytical work, sector practices and case studies on climate change and sustainability. As a division of CSD, CSD/CCS provides support: (i) in the mainstreaming of climate change in the actions and operations of the IDB group and (ii) in the mainstreaming of climate change in the regional countries of the IDB group through support to the ministries of environment, planning, and economy and finance of the region. Both axes share the objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do:

  • Facilitate services and activities defined in The Bahamas Protected Areas Fund Action Plan to support the strengthening of the organization.
  • Develop one or more MEL Frameworks for BPAF at its institutional and portfolio/project scales including the update of relevant operational documents based on the organization’s needs and priorities, incorporating the MEL recommendations, where applicable. Some specific activities of this process include but are not limited to:
  1. Analysis of BPAF’s existing operational materials and other external literature, and stakeholder interviews (as needed) to identify MEL categories, criteria, methods, indicators, verification tools and reporting requirements.
  2. Develop draft and final detailed one or more MEL frameworks for BPAF at an institutional and portfolio/project scales.
  3. Develop draft and final pathways for integrating the MEL frameworks into other BPAF operational guides, procedures, and systems.
  4. Identify capacity building needs for the BPAF Secretariat to implement the recommended MEL frameworks.

What you’ll need:

  • Education: Master’s degree or equivalent in business planning, finance, metrics, environmental science, international development or organizational management, or other field relevant to the responsibilities of the role.
  • Experience: At least 5 years of relevant professional experience or the equivalent combination of education and experience in developing M&E frameworks and metrics and managing M&E workstreams are required. Prior experience with organizational management or environmental or conservation trust funds will be an asset.
  • Languages: Proficiency in English

  • Citizenship: You are a citizen of one of our 48-member countries.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
