We are currently seeking qualified candidates for the position of Director of Finance and Administration for the upcoming USAID/Mali Protective Education for Girls in Mali Activity.

This position will be based in Bamako, Mali and is contingent upon award.

Project Description

USAID/Mali through the Protective Education for Girls in Mali Activity aims to increase access to
basic education and foundational learning particularly for girls (age: 6-19) and learners who have
been marginalized due to exposure and/or engagement in the mining industry, with improved
foundational skills and social emotional competencies, even in the face of violence, exploitation
and abuse.

The proposed program aims to enhance educational outcomes by improving access to and
retention in schools through the implementing accelerated learning programs, boosting teacher
well-being and instructional quality, and providing targeted support for girls, in the mining regions of Kayes and Bougouni.

The Director of Finance and Administration (DFA) is responsible for supporting the Chief of Party (COP) in staff, operational, and financial management. In close coordination with the COP, the DFA will oversee administrative, operational, finance, and HR teams and be responsible for effective utilization of resources including staff with a diverse range of capabilities. Additionally, they will provide operational oversight on financial and human resources management, efficient procurement and logistical services, contracts and grants, asset management, ICT, general administration, and will lead efforts to ensure compliance with all applicable regulations as well as timely and effective delivery of program activities.

Job Summary/Responsibilities

  • Coordinates closely with COP to lead financial and contractual aspects of the project
  • Implements and enhance internal organizational and financial processes
  • Ensures compliance with USAID Government and Government of Mali rules, regulations and policies regarding contracts and grants, procurements, financial management, etc.
  • Manages the planning and implementation of field activities, including oversight of budgets, grants, operational plans, reporting, and procedural and financial compliance
  • Ensures efficient management and utilization of resources in accordance with applicable FHI 360 and Mali Government policies and procedures
  • Collaborates with FHI 360’s country, regional and headquarters staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations
  • Contributes to timely and accurate reporting
  • Recruits, hires, and supervises the activities and professional development of operations/finance staff and consultants

Required Qualifications

  • Bachelor’s degree (or equivalent) in accounting, finance, business administration, social sciences, or related field; master’s degree preferred;
  • Minimum of 8+ years of progressively responsible operational and financial management experience in support of large-scale international development programs, with three years or more in leadership positions; experience with USAID-funded projects preferred;
  • CPA, ACA, ICAN, CIMA, CFE or other similar, relevant professional qualification is preferred;
  • Demonstrated skills in budgeting, financial analysis and management, policies and procedures development and oversight, planning, project management, consultation and negotiation, and problem-solving; ability to coordinate legal, tax and social issues;
  • Ability to build positive working relationships with local communities, government officials, and donor representatives;
  • Ability to build the capacity of staff and local partners;
  • Must have demonstrated ability to work in complex environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines;
  • Ability to manage tight deadlines and deliver high volume/high quality work with minimal supervision, including reports to donors;
  • Experience in the education sector in Mali or the region strongly preferred;
  • Mastery in Excel, Word, GFAS or any other accounting software;
  • Oral and written fluency required in French and English;
  • Oral and written fluency preferred in local languages.
