JOB DESCRIPTION

We are currently seeking qualified candidates for the position of Deputy Chief of Party – Technical for the upcoming USAID/Mali Protective Education for Girls in Mali Activity. This position will be based in Bamako, Mali and is contingent upon award.

Project Description

USAID/Mali through the Protective Education for Girls in Mali Activity aims to increase access to
basic education and foundational learning particularly for girls (age: 6-19) and learners who have
been marginalized due to exposure and/or engagement in the mining industry, with improved
foundational skills and social emotional competencies, even in the face of violence, exploitation
and abuse.

The proposed program aims to enhance educational outcomes by improving access to and
retention in schools through the implementing accelerated learning programs, boosting teacher
well-being and instructional quality, and providing targeted support for girls, in the mining regions of Kayes and Bougouni.

Position Description

The Deputy Chief of Party – Technical (DCOP) works in close coordination with the Chief of Party (COP) and is responsible for managing the quality and timeliness of the project’s overall technical workstream. They will supervise the technical team, liaise with technical partners, relevant national stakeholders, beneficiaries and the donor, as needed.

Job Summary/Responsibilities

  • Coordinates closely with the COP on all technical matters; provides support to the overall leadership and management of the project, including budget formulation and oversight
  • Leads project interventions relating to accelerated education, teacher professional development and holistic support for girls and vulnerable populations which may include cash transfers, economic strengthening, peer to peer learning, menstrual hygiene management, and school-based WASH.
  • Coordinates technical support to the Ministry of Education
  • Co-coordinates planning processes to ensure strategic and cohesive program direction
  • Co-coordinates the project’s Collaborating, Learning, Adapting (CLA) framework
  • Oversees technical outputs (activities, strategies and deliverables) of all implementing partner organizations through regular field visits
  • Develops and implements local partner technical capacity building activities
  • Supports the COP to oversee project monitoring and evaluation activities in collaboration with the MEL Advisor to build and implement a cohesive data collection, aggregation and reporting strategy with partners
  • Provides leadership to technical staff and ensures clear roles and responsibilities; maintains clear lines of communication with project team members
  • Collaborates with in-country technical advisors and headquarter-based technical staff to ensure the project is implemented according to organization and industry best practices, program framework, and regulations
  • Serves as project representative in the absence of the COP

Required Qualifications

  • Master’s degree required in education, curriculum and instruction, teacher education or related field.; PhD or EdD preferred;
  • 10 years of related work experience in increasingly senior roles, with three years in leadership positions; experience working in a non-governmental organization (NGO) preferred;
  • Expertise in accelerated and remedial education, early grade reading, teacher professional development, assessment, policy;
  • Expertise in gender equality and social inclusion preferred; expertise in universal design for learning (UDL) preferred;
  • Experience in the education sector in Mali strongly preferred;
  • Proven technical leadership in USAID funded projects preferred;
  • Ability to build positive working relationships with local communities, government officials, implementing partners and donor representatives;
  • Ability to analyze and establish effective cross-program coordination, procedures, and management systems;
  • Demonstrated ability in complex environments, working across different cultures, and managing diverse teams to deliver impact within agreed timelines;
  • Oral and written fluency required in French and English;
  • Oral and written fluency in local languages preferred.
