UNICEF Costa Rica está en la búsqueda de un consultor/a para garantizar y supervisar las acciones de infraestructura WASH y la correcta ejecución de las obras o adecuaciones que se requieran realizar en el EMISUR con el fin de garantizar estándares de calidad adecuados para la emergencia humanitaria. Asimismo, el consultor/a será responsable de la planificación, ejecución y seguimiento de la obra del proyecto, cumpliendo con los requisitos técnicos y legales establecidos, asegurando su operación óptima y el cumplimiento de la normativa aplicable, en colaboración con la Comisión Nacional de Emergencia (CNE) y otras entidades gubernamentales.

Actividades/Responsabilidades:

  • Realizar el levantamiento de requisitos técnicos, elaborar un anteproyecto de la obra y apoyar en la creación de los términos de referencia y el Plan de Inversión para la CNE, asegurando la viabilidad técnica y financiera del proyecto.
  • Diseñar e implementar mecanismos de coordinación de los actores locales y de la cooperación que permita la sostenibilidad de las acciones de agua, saneamiento e higiene en el EMISUR.
  • Asistir técnicamente a las acciones de UNICEF en materia de agua, saneamiento e higiene, lo que incluye el diseño y construcción de letrinas/baños, duchas, puntos de lavado de manos, puntos de hidratación y otros sistemas que garanticen los derechos a una vida digna dentro del EMISUR o donde la Oficina País de UNICEF lo requiera.

Educación: Ingeniero Civil

Experiencia: Experiencia mínima de un (1) año de trabajo en WASH (agua, higiene y saneamiento) en contextos comunitarios, humanitarios o con poblaciones vulnerables.

25% – Experiencia en WASH

35% – Experiencia en planeamiento y ejecución de obras WASH

B) Evaluación Financiera – 25%

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
