Anchored in the 2030 Agenda for Sustainable Development and in line with the priorities outlined in the UNDP Strategic Plan, the Regional Bureau for Arab States (RBAS) supports the Arab States region to achieve sustainable development by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development, and building resilience to crises and shocks. Within this work, the Regional Bureau for Arab States responds to needs across development settings including Least Developed Countries, Middle Income Countries, Net Contributor Countries and countries affected by crisis, with a view to support the building of resilience, fight climate change, leverage the promise of innovation, and prioritize the advance of women, youth and vulnerable groups as part of its commitment to the principles of universality, equality and leaving no one behind in an increasing challenging regional context which has been severely impacted by the recent COVID-19 crisis.
As part of its support to Country Offices, RBAS established the Regional Hub for Arab States in Amman in 2015 to offer expanded technical backing to Country Offices and ensures effective, timely and responsive support focused on UNDP’s realigned programme priorities and tailored to the emerging and changing needs and priorities in the region. The Regional Hub in Amman offers a wide range of support to Country Offices including strategic policy advice, programme development and implementation, capacity development, policy research and analysis, knowledge services, and operations.
The Operations Management Team provides financial, human resources, procurement, logistical, ICT and common services to all teams at the Regional Hub, country offices and UN agencies.
Duties and Responsibilities
1.Ensures implementation of HR strategies focusing on achievement of the following results:
- Assist in ensuring the full compliance of records and reports with UN rules, regulations, UNDP policies, procedures and strategies.
- Support the maintenance of an organized physical and electronic filing system for all HR records.
- Contribute to the business process mapping for the UNDP Regional Hub and assist in developing the content of the internal Standard Operating Procedures (SOPs) for HR management, in consultation with the direct supervisor and office management.
- Maintain and regularly update the Regional Hub staffing table.
2. Implements HR services focusing on the achievement of the following results:
- Preparation of draft job descriptions, vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.
- Support in following up, tracking, and processing payments for personnel under Short Term Personnel Service Agreement
- Provision of support in inputting and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments, and separations.
- Support in the preparation of submissions to the Corporate Review Panel (CRP) and Corporate Review Board (CRB) as needed.
- Support timely contract management actions, in consultation with the direct supervisor.
- Support the compilation of cost-recovery charges through Internal and external portals for HR services provided by the Regional Hub to other COs, Agencies, and projects.
- Assist facilitation of learning activities in the regional hub and keep up to date the learning plan.
- Support in tracking the completion of mandatory and core courses by staff/personnel as needed.
- Assist in distributing the onboarding package to all new hires, ensuring they have necessary resources for a smooth integration into the organization.
3. Ensures proper staff performance management and career development focusing on achievement of the following results
- Assist facilitation of learning activities in the regional hub and keep up to date the learning plan.
- Support in tracking the completion of mandatory and core courses by staff/personnel as needed.
- Assist in distributing the onboarding package to all new hires, ensuring they have necessary resources for a smooth integration into the organization.
4. Supports conduct of UN-related surveys focusing on achievement of the following results:
- Provision of support in collection of information and preparation of reports for comprehensive and interim local salary, hardship and place-to-place surveys, when needed.
5. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Participation in the trainings for the operations/projects staff on HR.
- Synthesis of lessons learnt and best practices in HR.
Institutional Arrangement
Under the overall guidance of the Operations Manager and the direct supervision of the Regional Hub Human Resources Analyst, the Human Resources Assistant provides Human Resources services ensuring high quality, accuracy and consistency of work. The Human Resources Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.
The Human Resources Assistant works in close collaboration with the operations, programme and projects’ staff in the Regional Hub staff for resolving basic Human Resources-related issues and information exchange.

Required Skills and Experience
Min. Education requirements
- Secondary Education with specialized certification in HR
- Relevant HR experience
- University Degree in Business, Arts or Public Administration would be desirable, but it is not a requirement.
- UNDP HR Certification will be an added advantage
Min. years of relevant work experience
- 5 years (with secondary education) or 2 years (with bachelor’s degree) of relevant HR and/or administrative experience is required at the national or international level in Human Resources Management.
Required skills
- Excellent oral and written skills; excellent drafting, formulation, reporting skills.
- Accuracy and professionalism in document production and editing.
Desired skills
- Some experience working with the UNDP/ UN system organizations and/or International NGOs.
