Organizational Setting and Reporting Relationship
The position of Associate Project Analyst is assigned to the Energy Sector Office (SG-ENE) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, non-sovereign, and advisory operations; delivers knowledge services; supports regional departments and resident missions in engaging with developing member countries; and ensures ADB’s technical leadership externally and internally.
SG-ENE leads ADB’s energy sector operations. The office manages policy development, oversight of strategy implementation, knowledge management, budget management, project quality assurance, sector analytic work, and loan and technical assistance (TA) processing and administration in the energy sector. SG-ENE is also responsible for implementing an ADB corporate initiative in the: Emerging Areas, Energy Transition, and partnering with the G7 countries, on the G7-led Energy Transition Mechanism and Partnerships (ETMP) programs in select countries.
You will be based at our Headquarters in Manila, Philippines.
You will report to the designated international staff (IS) and senior national staff (NS).
Your Role
As an Associate Project Analyst, you will provide analytical and operational support with respect to the assigned project portfolio including technical support in portfolio management, project administration, project processing activities related to loans, grants, and TAs, and knowledge work. You will provide oversight support in coordinating and consolidating information to achieve a specific functional result.
You will:
- Support project administration tasks for assigned loans, grants, and TAs including procurement reviews and other project administration actions; provide guidance to executing and implementing agencies and other project clients, on ADB policies, guidelines, and procedures such as on procurement and disbursement; and help ensure that requests from executing/implementing agencies and other project clients are promptly addressed or responded to.
- Contribute to the preparation and updating of Project Administration Manuals under assigned projects, including gathering and consolidating data, and drafting writeups for its various sections.
- Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets.
- Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details.
- Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met and assist in addressing project administration red flags for timely corrective actions.
- Contribute to project-specific and/or portfolio reports and participate in regional or sectoral portfolio meetings whenever requested.
- Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions, as required; and provide data, analyses, and draft writeups to assigned sections of mission reports such as Memoranda of Understanding and Aide Memoires.
- Contribute to data gathering and preparation of project completion reports and technical assistance completion reports.
- Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals.
- Support knowledge development, coordination and management activities, and in organization of knowledge events.
- Perform other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications
You will need:
- Bachelor’s degree in finance, business administration, public administration, or related disciplines.
- At least 5 years of hands-on experience in portfolio management, project administration, and/or project processing activities related to loans, grants, and TAs. Working experience at international agencies will be a plus.
- Familiar with good industry practices and guidelines within area of expertise.
- Strong analytical, interpersonal, and cross-cultural skills.
- Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
- Excellent oral and written communication skills in English.
- Proficiency with computer-based applications, such as but not limited to common word-processing, spreadsheets, graphics software and Office 365 used in ADB.

Additional Information
ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
