The Opportunity

The proposed programme will support the Ethiopian education system to protect education gains made to date, using existing and new evidence to identify regional areas of focus, addressing the specificity of contextual barriers to educational access, retention and completion of secondary education for marginalised learners. The programme will focus on an intersectional approach to barrier mitigation, applying gender equality and social inclusion focused educational interventions, foundational learning, specifically English literacy, and developing approaches to school-based safety. The programme will work nationally, regionally and at a local level through existing educational infrastructure, to develop policy and practice, national frameworks for teacher training and professional development, regional administration and integrated service provision, school level governance, improvement planning, community engagement and inclusive classroom practice. It is intended to work in symbiosis with other programmes in Ethiopia, on health, water, sanitation, and hygiene (WaSH), those that also focus on gender inclusion such as maternal health, early pregnancy, and menstrual health management.

The intended impact and outcomes for programme are:

  • Impact: High quality inclusive education for children across all regions of Ethiopia
  • Outcomes:
    • Increased access to education for girls and other marginalised children;
    • Improved teaching quality and learning outcomes.

Technical Lead: English Language Teaching and Learning– will represent Plan International as part of a “Core Team” of technical experts, who will be responsible for providing technical assistance for the programme. The “Core Team” will lead delivery across all programme outcomes. The English Language and Learning Lead will provide technical leadership across all outcome areas and demonstrate expertise within the following themes: Education, English language, English Medium Instruction (EMI) and Continuous Professional Development (CPD). The individual will lead the design and implementation of programs focused on enhancing English language instruction, supporting pre-service training and Continuous Professional Development for teachers, and promoting effective English language learning strategies in educational settings, inclusive of approaches to code-switching where appropriate. The lead will work closely with selected schools, higher level teacher education institutions, Regional Education Bureaus, and the Federal Ministry of Education to elevate teaching and learning in English language as a subject and improve the use of English across the curriculum.

The immediate recipients of the technical assistance will be the Government of Ethiopia and wider units of the Education Sector. The secondary beneficiaries will be learners at pre-primary, primary and secondary level of the education system, who will have equitable access to quality education.

The Individual

  • BA/Master’s Degree in the area of English Language teaching from a renowned university or college in Ethiopia
  • Minimum of 5 years experience qualified English teacher with classroom experience and diverse expertise in foundational teaching, educational leadership, curriculum development, and teacher training, preferably in multilingual environments.
  • Minimum of 7 years relevant experience in leading English Language programs/projects out of which 3 years is in a managerial position with NGOs/commercial entities Demonstrates technical knowledge in Education, English language teaching, Teachers’ Education (pre-service and in-service), use of English language in education as a Medium of Instruction (EMI)Extensive experience in education programming or project design related to English language, English Medium Instruction (EMI), and Teachers’ Continuous Professional Development (CPD)
  • Demonstrate the ability to work effectively and collaboratively, establishing constructive relationships with government stakeholders at both strategic/policy and service delivery levels, showcasing positive influencing skills. Have local knowledge and networks in Ethiopia ensuring that strong working relationships are maintained with academic institutions, civil society, and other development partners.
  • Proven record of understanding and interacting with research and adaptive learning.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted
