Mission and objectives

UNDP’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestinian people to fulfil their aspiration for sustainable human development based on self-determination, equality and freedom.

Context

This United Nations Volunteers (UNV) assignment supports UNDP’s “Responding to the Solid Waste Management Crisis in Gaza Strip” project. As part of this initiative, UNDP will provide 19 waste collection trucks and loaders, requiring the recruitment of 19 drivers to operate this heavy machinery. This activity is one activity of the larger project aimed at addressing urgent waste collection and transfer needs, as well as strengthening local institutions and service providers in Gaza.

Task Description

Role Purpose: The Truck Driver will be responsible for the safe and efficient operation of heavy machinery for solid waste collection and transportation to designated disposal sites. This role involves operating various solid waste collection vehicles, including tipper trucks, wheel loaders, and medical waste collection vehicles, in strict compliance with all traffic and safety regulations. Key Responsibilities: • Conduct pre-trip and post-trip inspections to ensure that vehicles are in safe working order and meet operational standards. • Collect solid waste from residential and commercial locations according to assigned routes, ensuring timely and accurate service delivery. • Adhere to established schedules while maintaining high standards of waste collection efficiency. • Maintain cleanliness and organization of solid waste trucks and associated equipment. • Perform regular maintenance checks on vehicles, including oil, water, battery, brakes, and tires, and complete daily checklists each morning. • Accurately complete necessary documentation, including daily logs and inspection reports, to ensure compliance and accountability. • Communicate effectively with dispatchers and team members to address operational issues and enhance overall efficiency. • Follow all UNDP safety protocols and procedures to minimize risks and ensure the safety of oneself and others during operations. • Ensure that all required documents and supplies, including vehicle insurance, registration, logs, office directory, first aid kits, and necessary spare parts, are available in the assigned vehicle. • Inform the supervisor of any required repair work or maintenance issues with the vehicle. • Assist with loading and unloading materials as needed to support waste collection operations. Working Conditions: • May require early morning or late evening shifts, weekends, and holidays. • Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations. • Position holder may be required to outside of normal duties and working hours during emergency responses and available in case of any emergency situation within short notice.

Living conditions and remarks

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 3-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) of ILS 6000 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
