Background:

UNICEF Ukraine’s ADAP (Adolescent Development and Participation) section focuses on promoting youth civic engagement, employability skills, and resilience to empower young people across Ukraine. Effective information management and reporting are essential to advancing ADAP program objectives, enabling accurate data collection, and clearly measuring and demonstrating impact. This consultancy will support ADAP Section in timely and reliable information management and detailed reporting on interventions that range from youth engagement and policy development to employability and youth empowerment, including in humanitarian context.

Amid the significant challenges facing Ukrainian adolescents and youth, UNICEF aims to support the government in addressing young people’s immediate needs while laying the groundwork for their active role in the country’s recovery and development. Recognizing youth as a driving force in Ukraine’s recovery, UNICEF is committed to fostering systems that ensure young people have access to decent employment in Ukraine. Youth employment and participation are crucial components in addressing demographic challenges, such as Ukraine’s below-average youth population and high migration rates. Building and implementing these systems requires collaboration among government agencies, international organizations, civil society, and youth representatives. This goal is embedded in UNICEF Country Program Document for 2025-2030.

At the local level, UNICEF is piloting a youth policy model in selected priority Hromadas (municipalities), aimed at creating a supportive ecosystem for young people’s social, economic, and civic development. This localized approach aligns with Ukraine’s decentralization efforts, further supporting Ukraine’s EU accession aspirations.

Purpose of assignment:

The Consultant on Information Management and Reporting will support the ADAP section by strengthening data collection, analysis, and reporting mechanisms. This role is pivotal in ensuring that UNICEF’s interventions are monitored effectively, that outcomes are well-documented, and evidence-based approach to programming and advocacy efforts. The consultant will provide timely, accurate reporting on ADAP activities and support internal and external stakeholders by organizing, interpreting, and presenting data that reflects UNICEF’s commitment to youth development in Ukraine. It includes the following assignments:

  • Information management: organizing and maintaining data collection from partners according to UNICEF procedures and systems. Ensuring that the data is full, measurable, reliable and easy to navigate.
  • Quality assurance: monitoring, evaluation, learning and knowledge management for ADAP Section.
  • Reporting: supporting ADAP Specialist in collecting and compiling information for efficient donor reporting and internal information sharing.

Work assignment overview:

Four progress reports on key ADAP results are prepared. The reports should include compiled data from the program across Ukraine, narrative and PowerPoint presentation, showcasing achievements, challenges, and lessons learned. Quarterly basis 22

To qualify as an advocate for every child you will have…

Education: Bachelor’s Degree or higher in one of the following fields: Information Management, Social Sciences, International Relations, Statistics, Data Science, Communications, or a related field.

Professional experience:

  • Minimum 3 years of relevant experience in information management, monitoring and evaluation, data analysis, and/or reporting, preferably in youth-related area.
  • Experience in preparing reports, such as donor reports  with international organizations, NGOs, or governmental agencies.
  • Previous experience with youth programming or adolescent development is an asset.

Languages:

Ukrainian: Proficient/Native [C2].

Skills and competencies: 

  • Strong analytical and data management skills, with proficiency in data visualization and reporting tools (Power BI, Excel).
  • Fluency in English, with strong writing skills. Exceptional written and verbale communication in Ukrainian.
  • Proficiency in database management.
  • Knowledge of humanitarian and development reporting frameworks and information management standards would be an asset.
  • Demonstrated ability to work in a fast-paced, results-oriented environment would be an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
