Organizational Setting and Reporting Relationship
The position of Senior Risk Management Officer is assigned to the Treasury and Liquidity Risk Division (RMTL) within the Office of Risk Management.
You will be based at our Headquarters in Manila, Philippines. You will report to designated international staff.
Your Role
The Senior Risk Management Officer is responsible for providing technical, operational and analytical support for information technology (IT) infrastructure and reporting systems related to Treasury Risk processes (market, counterparty, derivatives) including support of the business operational processes and workflows associated with these systems, safeguarding the accuracy, efficiency, effectiveness and reliability of the system in meeting the operational and reporting needs of RMTL. You will also support RMTL’s business continuity and recovery processes and liaise with respective functions within ADB.
You will:
a. Systems Management and Data Control
- Provide technical, operational, and analytical support for Treasury and Liquidity Risk systems, data and reporting needs.
- Monitor infrastructure performance of all RMTL network and cloud assets using the DataDog monitoring framework.
- Technical lead in the management, configuration and/or maintenance of Treasury Risk Management System (TRMS) in the Azure cloud.
- Act as focal person in communicating with IT Department in ensuring adherence of TRMS to ADB IT Standards.
- Create user requirements and integrate these requirements in the overall application systems design.
- Maintain and update system documentation of TRMS and all internally developed applications and related systems.
- Oversee system upgrade or migration activities that will affect TRMS and other Market and Treasury Risk application systems and takes the lead role in the resolution of identified issues.
- Ensure operational uptime and accessibility of TRMS and takes the lead role in the resolution of identified issues that will possibly delay or disrupt TRMS operation.
b. Process Improvement and Innovation
- Advise RMTL teams on potential internal process re-engineering or improvements to increase process effectiveness and efficiency.
- Provide support on leveraging modern technology platforms in developing innovative applications to support the operations of RMTL.
- Provide guidance to RMTL end user computing initiatives, including the use of generative Artificial Intelligence tools.
c. Reporting Automation
- Work with relevant teams to determine where risk reporting can be automated or where automated reporting is available and used.
- Work with the relevant teams to ensure data quality and accuracy for automated reporting.
- Develop dashboards to automate collection of the risk appetite metrics directly from the sources of data.
d. Disaster Recovery/Business Continuity
- Facilitate RMTL contributions to business continuity management activities, including Business Impact Analysis (BIA) and Business Continuity Plan (BCP) updates
- Support RMTL involvement in organizational resilience initiatives, including concentration risk mitigation (e.g. offshoring, rotations, etc.)
- Coordinate RMTL participation in regular business continuity drills, exercises and testing
- Ensure that all market and counterparty risk systems and requirements are properly set in the disaster recovery site.
- Alternate in performing all business processes in times of disaster when the relevant staff is not available.
e. Others
- Perform other duties that may be assigned as reflected in the incumbent’s work plan.
Qualifications
You will need:
- Bachelor’s degree in information technology, computer science, computer engineering or related fields; preferably with Master’s degree or equivalent.
- At least 8 years of relevant professional experience in management information systems, investment operations, portfolio research and analysis, investment settlements or investment accounting; and at least 4 years supervisory experience.
- Ability to quickly understand ADB’s operational processes and procedures.
- Strong working knowledge of Azure infrastructure and configuration.
- Proficiency in .Net solutions, Python programming language and PowerBI reports development.
- Working experience in DataDog infrastructure performance monitoring platform
- Proficiency with risk reporting applications. Preferably with strong functional and system knowledge of Treasury Risk Applications such as Treasury Risk Management System.
- Proficient in office and multilateral banks’ standard software programs and information technologies.
- Ability to quickly understand ADB IT Software Engineering Standards and relevant guidelines. Preferably with working experience in projects compliant to these standards.
- Solid understanding of relevant Treasury and general policies, programs, procedures, guidelines and reporting formats; familiarity with a multilateral institution’s treasury operations and policies pertaining to risk management will be an advantage.
- In-depth understanding of the interactions among a multilateral institution’s different work areas and relevant workflows and their purpose, and an understanding of the time value of information and the priority of such for adequate risk management, compliance and control.
- Effective communication skills in English.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
