Duties and Responsibilities
UN Environment Programme (Energy and Climate Branch) implements the International Methane Emissions Observatory (IMEO) and Oil & Gas Methane Partnership (OGMP), an ambitious reporting initiative to facilitate methane emissions reductions from the oil and gas sector. The OGMP is a multi-stakeholder partnership working to improve methane emissions reporting. The updated reporting framework (OGMP 2.0) launched in November 2020, is the most ambitious and comprehensive reporting framework for methane emissions from the oil and gas sector. Member companies will report on methane emissions levels from all material sources across the entire oil and gas value chain, including both operated and non-operated assets. OGMP 2.0 is a comprehensive measurement-based methane reporting framework that standardizes rigorous and transparent emissions accounting practices. OGMP reported data will be integrated by the International Methane Emissions Observatory with other data streams (remote sensing data, scientific measurements data, national inventories). A consultant expert in methane detection, quantification and mitigation technologies and methodologies is needed to provide technical advice and support to the Programme Managers in charge of the OGMP and of the IMEO and to OGMP 2.0 member companies. The Consultant (Methane Technology Expert) will work with the OGMP2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting. He/she will rely on his/her knowledge of technologies and methods to quantify methane emissions. He/she will also contribute to the work of technical task forces on the development of technical guidance documents; guides on implementation, uncertainty and reconciliation; and on methane detection, quantification and mitigation technologies and methodologies. He/she will support with the review and feedback of the implementation plans submitted by companies and will provide technical feedback to assist their reporting. He/she will support the data analysis team with measurement and industry expertise.
Qualifications/special skills
-Advanced university degree (Masters degree or equivalent) in environmental, sciences or engineering relevant field. PhD is an asset -A first university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree. – At least five years of relevant work experience in the oil and gas sector, in emissions detection and quantification methodologies and technologies. – Expertise in data collection & analysis – Understanding of oil and gas equipment, facilities, and operations for one or more segments of the oil and gas value chain. – Experience / knowledge of remote sensing and site level measurement technologies; – Intellectual agility and comfort with working on a wide variety of environmental topics; – Excellent written and oral communication skills; – Ability to work independently and support a multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment.
Languages
– For the post advertised, fluency in oral and written English. Additional languages are an asset.
Additional Information
The consultant will perform the following tasks: 1. Provide guidance and work closely with OGMP2.0 companies on the improvement of the accuracy of methane emissions data quantification and reporting relying on his/her knowledge of technologies and methods to quantify methane emissions while reducing uncertainty and ensuring the completeness of the data reported. 2. Development of technical documents and tools for methane emissions detection, quantification and mitigation 3. Engage in technical task force 4. In addition, the consultant will support with the following: a. Review the methodologies/technologies used by OGMP2.0 companies for their annual reporting and implementation plan to reach Gold Standard b. Analysis of the uncertainty of the data reported c. Writing content and describing data as part of the annual IMEO report d. Support with engaging with companies as part of recruiting efforts to expand membership of the OGMP 2.0
