We are recruiting a Senior Human Resources Business Partner, for an initial period of 1 year including a 3 month probation period. The assigned location will be Addis Ababa, Ethiopia. The Human Resources Business Partner shall be responsible for providing technical support for the effective management of the Human Resource to achieve the objectives of the AU (70%) while providing HR related support to the NORCAP AU Programme (30%).
African Union
The African Union (AU), established in 2002 as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion, and cooperation among the peoples of Africa and African States as well as fostering international cooperation. Its Headquarters is located in Addis Ababa, Ethiopia.

Job Purpose
- Provides support in the preparation and Implementation of the programmes developed out of the Directorate’s strategic plan.
- Ensures effective coordination and implementation at various levels.
- Liaises with Member States, Regional Economic Communities (RECs), and other stakeholders including on relevant matters.
- Prepares and develops reports, budget and work programmes related to the functioning of the Directorate
- Provides support to develop resource mobilization strategy with stakeholders’ coordination.
- Conducts complex analysis and generates accurate reports in a timely manner for the Directorate’s and AU’s internal use.
- Liaises with the various Departments/Units and Organs of the Union for coordination and alignment purposes.
- Provides support in the preparation of budgets for the Directorate in accordance with relevant frameworks and in supporting needs of business units.
- Supports the promotion of the activities of the Directorate including preparing leaflets, guidelines and fact sheets as may be required.
- Participates in the development of strategies, policies, programmes and plans.
Specific Responsibilities
- Advises leaders and line managers on human resource strategies, programs and practices within assigned function related to: workforce planning, talent acquisition/placement strategy and planning, leadership development, employee development and training, performance management and compensation review, career and succession planning, workforce analytics and organizational effectiveness, etc.
- Provides day-to-day performance management support and guidance to line managers and staff through one-to-one meetings, coaching, counselling, career development session as well as through remedial actions.
- Provides feedback to the centers of experts and HR Operations on the efficient and effective delivery of HR services.
- Partners with the centers of experts for knowledge sharing, maintaining in-depth knowledge of AU Regulations, Rules and processes related to day-to-day management of employees, reducing risks and ensuring regulatory compliance and developing new HR and talent programs.
- Guides strategic direction with the canters of experts on talent initiatives to ensure alignment and support of function’s strategies.
- Develops in-depth understanding of the specific business unit in bringing relevant and business impact HR tools and innovative solutions.
- Participates and represents HR, in strategic plan development and on-going business meetings/decisions in the assigned function/Division.
- Conducts regular meetings with respective client departments/Organs and work closely with management and employee to provide guidance on interpretation of HR rules and policies, improves work relationships, builds morale and increases productivity and retention.
- Analyses trends and metrics in partnership with the HR functions to develop innovative solutions, programmes, policies and drive people analytics strategy for informed decision making.
- Provide comprehensive support to the NORCAP AU Programme Team including administration of briefings, meetings and other team related matters.
- Provide administrative support for the assignment process including secondment letters, business visas, hotel booking and briefings on accommodation at the duty station.
- Manage leave of absence records for deployed experts.
- Organize and support meetings, events and functions in support delivery of NORCAP AU Programme.
- Undertake any other duties and responsibilities appropriate to the post.
Education and Work Experience
- Master’s Degree in either Human Resources Management or Development, Organizational Development, Psychology, Public Administration, Business Administration, Business Management, Law or related social sciences fields of study with 7 years of experience working as HR practitioner out of which 3 years as Human Resources Business Partner in a similar international organization.
OR
- Bachelor’s Degree in either Human Resources Management or Development, Organizational Development, Psychology, Public Administration, Business Administration, Business Management, Law or related social sciences fields of study with 10 years of experience working as HR practitioner out of which 3 years as Human Resources Business Partner in a similar international organization.
- Professional qualification from internationally recognized institutions such as SHRM (SHRM-SP) and CIPD level 3 is an added value.

Remuneration
The salary attached to the position is set at P3 Step 5 inclusive of all allowances for internationally recruited staff.
