The purpose of the Emergency Response Officer is day to day implementation of the emergency response project activities in NRCs’ East Area Office.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
- Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements, with strict adherence to the Code of Conduct and Child Safeguarding Policies
- Implement delegated Education activities according to proposals, budgets, and work plans, in line with donor requirements.
- Prepare periodic status reports and other documents as required by management.
- Ensure proper filing of documents.
- Create weekly, monthly, and quarterly implementation plans from proposal plans.
- Represent NRC and coordinate with local-level education stakeholders.
- Promote the rights of refugees, IDPs, returnees, and the host community in line with SPHERE Minimum Standards.
- Assist with capacity-building activities.
- Promote and share ideas for technical improvement.
- Ensure that projects target beneficiaries most in need, explore and assess new and better ways to assist.
Specific responsibilities
- Emergency Officer will undertake specific technical responsibilities in the implementation of emergency response, including emergency preparedness, project documentation, financial controls, quality control, and M&E.
- Coordinate all emergency preparedness and response activities. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the East Area Office Emergency Response Team.
- Provide and collate regular data on context analysis, early-warning/humanitarian/risk monitoring, trigger indicators for assessments and responses.
- Develop timely and detailed monthly implementation plan of RRM activities with Emergency Response Coordinator and support departments, plus close collaboration with other RRM teams.
- Participate in any trainings, capacity building initiatives, to have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including M&E tools.
- Undertake distributions for both Cash and In-Kind to identified emergency beneficiaries and lead the Emergency Response Team on the ground in conducting distributions.
- Lead on stakeholder engagement, community mobilization and sensitization to participate in emergency projects including giving feedback on post-distribution monitoring.
- Ensure adequate and safe records of all project deliveries (In-Kinds kits, CASH assistance etc.) which should be requested as harmonized to the registered beneficiaries including but not be limited to beneficiary database, RRM kits request, and distributions.
- Ensure proper documentation of emergency response activities, including post-distribution monitoring. Monthly activity reports and other reporting as required.
- Training and development of area emergency response team and enumerators, relevant partners and beneficiaries in emergency response mechanisms

- Minimum 2 years of experience of working in in a humanitarian/recovery context or equivalent.
- Minimum 2 years of technical experience in WASH, LFS, Cash and Marekt, and/or shelter construction fields.
- Bachelor Degree or above in civil, structural engineering, water engineering, or any relevant field.
- Minimum 2 years of experience working at same level of position or above.
- Experience in cash and voucher-based programming is an added advantage.
- Proven experience from working as a Project Officer in a humanitarian/emergency context.
- Previous experience working in emergency projects in complex and volatile contexts.
- Good working knowledge of English.
- Knowledge of the local context and local dynamics of NRC are of operations is an advantage.
- Political and cultural awareness and experience of working where insecurity is a major issue.
- Strong organizational skills and ability to manage multiple tasks simultaneously.
- Good computer skills including good knowledge of MS Word and MS Excel.
- Solid field experience, preferably from refugee/IDP programmes.
- Experience working in rapid onset emergency response and preparedness.
