Duty Station : Sittwe, Rakhine State

Report to : Humanitarian Mine Action Manager

Direct report : Humanitarian Mine Action Officers

Overall purpose of the role:

Overall responsibility includes in-person and remote implementation of DRC’s Humanitarian Mine Action (HMA) activities in Rakhine in accordance with DRC Myanmar projects, operational plans, guidelines, and policies as well as to support the development and overall implementation of DRC’s HMA operations and activities in Rakhine State. The position is highly strategic, acting as a key representative of DRC’s HMA programme in Rakhine State. The role is primarily focused on project implementation and monitoring, budget follow up, and technical training and involves close collaboration with DRC’s Protection and Economic Recovery teams, in addition to the Partnerships Unit based in Rakhine Programme.

Duty station will be Sittwe with extensive travels in States and Townships where HMA activities are implemented, more specifically in Rakhine States as well as possible travels to Yangon and possibly other locations for meetings, trainings, and workshops.

Responsibilities:

HMA Technical & Strategic Development:

  • Ensure programme compliance with DRC’s Standard Operating Procedures, raising compliance challenges to the managers as needed.
  • Contribute to the implementation and review of manuals, SOPs and new program activities.
  • Contribute to the development of new IEC EORE and visibility materials and key messages. Field test new materials / approaches.
  • Work with area level staff from other departments to identify opportunities for integrated programming, particularly in the areas of Protection, Economic Recovery and CCCM.
  • Organise, conduct and supervise HMA workshops for partners, authorities, duty bearers in order to create awareness about HMA to external actors.
  • Update and use a database to ensure evidence-based targeting of locations, including information on EO incidents, conflict and displacement trends and other HMA concerns.
  • Collect data maintain records on explosive ordnance (EO) accidents and ensure appropriate response, referral and management of cases, following relevant DRC guidelines, SOPs and existing referral pathways. Ensure safety and confidentiality of the collected information in accordance with DRC guidance’s and policies.
  • Conduct visits as needed to assigned field locations.

Organizational & People Management:

  • Provide line management support to direct reports with regular 1:1 meeting being held and engagement in annual performance & development (PADA) processes.
  • Comply with DRC’s Code of Conduct at all times and ensure adherence by all direct reports.
  • Engage in recruitment process for new staff as appropriate (e.g. Job Description, Vacancy Announcement, Interview etc); and responsible for induction process for new staff when relevant.

Quality Management & Capacity Building:

  • Provide training to DRC HMA staff, partner CSO staff and Community Focal Points (CFPs) in order for them to have the relevant skills and capacity to deliver HMA activities efficiently and effectively.
  • As part of line management responsibilities, monitor and guide HMA Capacity building Officers on quality assurance (QA) activities, including their updating and maintenance of a tracker documenting all QA visits conducted by team members, and follow-up support provided.
  • Conduct QA DRC HMA staff activities, including documenting of observations and recommendations for further technical support.
  • Directly coordinate with CSO partners to ensure delivery of project targets included in sub grant agreements. Ensure effective coordination with DRC’s Partnerships Unit staff to ensure that CSO partners receive appropriate guidance and training in the areas of project reporting and evaluation, and support services functions.
  • Contribute to the development and implementation of monitoring, evaluation and training tools, such as internal QA / quality control (QC) in accordance with DRC SOPs.

Project Implementation & Work Planning:

  • Manage and supervise day to day project activities to ensure activities are implemented in accordance with project objectives; lead weekly coordination meetings and ensure that input is received from relevant programme departments and offices.
  • Participate in planning informed by project design documents, producing detailed monthly work plan and activity budget breakdown.
  • Ensure preparation and timely submission of all reports and updates to donors, partners, DRC Area Office and other interested stakeholders as appropriate; regular reporting includes, but is not limited to, DRC Weeekly and Monthly Reports; reporting will comply with DRC’s HMA SOPs;
  • Keep accurate records of daily activities, beneficiaries involved, and issues identified. Including through review of team reporting to ensure high quality submissions to DRC’s Information Management System KoBo;
  • Ensure compliance with MOSS (minimum operating security standards) and constructive team coordination with Safety Focal Points at area level to ensure programme compliance with HMA SOPs and information sharing regarding new areas of operation.

Procurement & Finance

  • Identify procurement needs for the project activities and inform logistics team accordingly to facilitate implementation. Includes leading on the preparation of Procurement Plans for all new funding secured to Rakhine HDP programming
  • Contribute to the development of project budgets and spending projections, including updating of monthly Financial Forecast Updates (FFUs);
  • Monitor expenditure against budgets and raise foreseen challenges to management.

Representation & Advocacy:

  • Participate of regular MA AoR (Mine Action Area of Responsibility) meeting.
  • Coordinate with relevant stakeholders in the field and liaise with relevant authorities and individuals to ensure a smooth implementation of activities; support the HMA Programme Manager in liaising with the above-mentioned stakeholders and authorities.
  • Attend regular area level coordination meetings; proactively participate in regular program meetings and provide updates as appropriate.

As Manager, The Post-Holder Is Accountable For The Following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the Livelihoods team does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Experience and technical competencies

  • University degree educated.
  • Minimum 4 year of experience in NGO projects, particularly in managing/leading mine action or protection projects.
  • Minimum 1 year of line managing staff and demonstrated practical experience in delivering Training of Trainers.
  • Experience in producing high-quality technical material (training material, programme tools, proposals, strategic documents etc.);
  • Excellent interpersonal and communication skills for external audiences (including governments and donors).
  • Experience working in conflict contexts or humanitarian response.
  • Experience working with Monitoring and Evaluation and budget management.
  • Professional proficiency in English.
  • Other local language us considered as an asset.

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract included 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band F-2 management.
