Provide process-oriented support on open questions related to the NFCS process.

Participate in regular check-ins and consultation meetings with TMD and GIZ.

Participate in an inception meeting with TMD and GIZ to design detailed workplan (activities and timeline) under the NFCS steps.

Carry out a desk review of key legislations or policy documents in Thailand, such as the National Adaptation Plan (NAP), (draft) Climate Change Act, or other relevant documents.

Support the clarification of mandates between different agencies and governance arrangements in Thailand.

Support the assessment of baseline climate services in Thailand, relating to the 5 pillars of the GFCS (Step 1).

Support the design and process of stakeholder mapping, incorporating the national chain for climate services (Step 2).

Support in the design and roll-out (incl. physical participation) in the national stakeholder consultation workshop.

Support the development of the national strategic plan and costed action plan on climate services to establish an NFCS in Thailand (Step 3), linking to the priorities and development plans of Thailand included in NAP or other relevant plans.

Produce a summary of the results for steps 1-3 and recommendations for Step 4 and Step 5 of the NFCS process.

Provide recommendations on strengthening the 5 pillars and how to institutionalize the NFCS in Thailand.

Maintain close communication with WMO Secretariat on regular and needed basis throughout the assignment to support monitoring of the progress.

Collaborate with IUS expert(s) in particular on the capacity building

QUALIFICATIONS
Education
Master degree in applied meteorology, environmental sciences, climate science, social sciences, international relations, strategic planning or related discipline.
Experience
At least 8 years in strategic planning and management in a middle-income country.
A high level of understanding of national meteorological and hydrological services.
Working experience in South-East Asia is preferred.
Knowledge of WMO planning process and relevant WMO programmes for the region/country is an asset.
Knowledge background or experiences in GFCS or NFCS establishment is preferred.
Experience in providing technical assistance/advice to National Meteorological and Hydrological Services (NHMSs) is preferred.
Experience in providing capacity building/development to NHMSs is preferred.
Experience in developing or working with climate data/information and services at different sectors is preferred.
Demonstrated experience working with multiple stakeholders on writing a strategic document.
Ability to effectively communicate with a wide range of stakeholders and team member.
Ability to deliver projects on time and within budget.
Other requirements
Ability to assess country’s hazards, vulnerabilities, and risks.
Knowledge and experience in the design, management and evaluation of complex, multi-disciplinary capacity building programmes involving national governments, civil society, and international organizations.
Ability to develop innovative solutions to address challenging situations.
Demonstrated abilities and contributions to policy and guideline formulation, resource mobilization, team building, team leadership and management, preferably in a capacity related to the UN system.
Excellent oral and written communication skills. Proven analytical and writing skills.
Languages
Excellent knowledge of English (both oral and written). Thai would be a plus.
